The Office of Construction & Facilities Management (CFM) is responsible for the planning, design, and construction of all major construction projects greater than $10 million. In addition, CFM acquires real property for use by VA elements through the purchase of land and buildings, as well as long-term lease acquisitions. Through the construction and real property programs, CFM delivers to Veterans, high quality buildings, additions, large scale renovations, and structural enhancements. CFM also manages facility sustainability, seismic corrections, physical security, and historic preservation of VA's facilities.

As a Mechanical Engineer you will:

Serve as a Resident Engineer, assigned to an Engineer Staff in one of CFM's field regions. Conduct and carry out portions of daily inspections and participate on a multidisciplinary team in conducting partial and final inspection. Document inconsistencies, code, violations, improper materials or techniques that were used in the application of materials as well as substandard/poor quality workmanship. Reviews contractor's critical path method diagrams (CPM) for construction logic and correct tie-in for submittal items, reviews cost breakdown and cost loading of CPM activities and provides recommendation to the Senior Resident Engineer in charge for acceptance or rejection. Participate in updating the project information through the computer system and in certifying items for the processing of construction draw payments. Reviews submittals of equipment and materials submitted by the contractor for compliance with the contract specifications.

Specialize experience GS 12:

You must have at least one year of specialized experience equivalent to at least the GS-11 grade level in the Federal Service. Specialized experience is described as demonstrated experience applying engineering expertise in one of the following disciplines (civil, electrical, mechanical, structural, or architecture) sufficient to conduct construction site inspections and ensure the proper use and application of construction materials and equipment.  Examples of specialized experience, include but are not limited to, experience conducting site reviews to assess workmanship and proper use of materials; experience adhering to received guidance to support construction and/or engineering initiatives.

Specialize Experience GS 13:

You must have at least one year of specialized experience equivalent to at least the GS-12 grade level in the Federal Service.Specialized experience is described as demonstrated experience applying engineering expertise in two of the following disciplines (civil, electrical, mechanical, structural, or architecture) sufficient to conduct construction site inspections and ensure the proper use and application of construction materials and equipment.   Examples of specialized experience, include but are not limited to, experience conducting reviews and analyses sufficient to analyze, identify and resolve construction conflicts for large scale construction projects; experience conducting construction inspections sufficient to assess workmanship and proper use of materials.

NOTE: IN ADDITION TO MEETING THE SPECIALIZED EXPERIENCE REQUIREMENT(S) ABOVE, APPLICANTS MUST ALSO MEET THE BASIC QUALIFICATION REQUIREMENTS LISTED BELOW.

EDUCATION REQUIREMENTS: Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration, written test, specified academic courses or related curriculum.

Experience analyzing, reviewing and evaluating construction safety requirements

Knowledge of Federal Regulations related contract services administration

Experience communicating orally sufficient to effectively negotiate the acceptance of recommendations and resolve construction conflicts

Experience communicating in writing sufficiently to convey analytical findings and recommendations
