Planning

Works with executives to identify human resource need and facilitates viable recruitment, outreach, workforce management and succession planning solutions and/or alternatives.  Works side-by-side with NSF executives on a variety of short and long-term human capital projects spanning the HR life cycle:  strategic human capital management, workforce analysis, recruitment and outreach, staffing, employee development, performance management and incentive programs.

Problem Solving

Acts as the point-of-contact for NSF Directorates, ensuring customers are always staffed with the right people at the right time.  Interprets HR policies and rules to assist managers in selecting and managing an effective workforce.  Guides a team of contractors and federal staff members to translate a Directorate's human capital plans into action and monitors progress through weekly reports and ongoing communications.

Implementation

Evaluate HR business processes, employment policies, and historical practices.  Identifies opportunities to streamline and improve processes and quality of services.  Collaborates with academic institutions, NSF Directorates, and newly selected candidates to arrange a variety of appointments or assignments to NSF. Drafts a wide variety of documents including correspondence, report, policy and project implementation documents.

To qualify at the GS-9 level you must have at least one year of specialized experience performing human resources functions equivalent to the GS-7 level in the Federal service. Examples of such experience may include: assisting higher graded HR Specialists in operational assignments; preliminary phases of program development or evaluation functions; and applying knowledge and skills in the use of pertinent principles and techniques in securing, analyzing, and evaluating the essential facts needed for personnel decisions'

OR, You must possess 2 full years of progressively higher-level graduate education or Master's or equivalent degree (such as LL.B. or J.D.) that has equipped you to perform the duties of this position;

OR, You must possess a combination of graduate level education beyond the first year of progressive graduate study and appropriate experience that together meet the qualification requirements for this position.

To qualify at the GS-11 level, you must have 1 year of specialized experience performing human resources functions equivalent to the GS-9 level in the Federal service. Examples of such experience may include: providing advice and assistance to managers on effective methods of recruitment; conducting job analysis and developing crediting plans; conducting desk audits; developing position descriptions; preparing evaluation statements; and making pay determinations.

OR, You must possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to a Ph.D. OR an LL.M., if related.

OR, You must possess a combination of graduate level education beyond the first 2 years of progressively higher graduate study and appropriate specialized experience that together meet the qualification requirements of this position.

To qualify at the GS-12 level you must have 1 year of Federal civilian human resource management experience equivalent to the GS-11 level in the Federal service to include knowledge and skill to counsel on recruitment and placement; advise management on automated and manual processes related to rating and ranking applicants and issuing merit promotion, excepted and delegated examining certificates; and recommend strategies to resolve problems related to recruitment, job turnover, long and short-term workforce planning, downsizing, and reinvention while ensuring the legality and propriety of actions taken; and skill in applying position classification and management principles to assist management with the establishment of efficient and effective organizational structures and position descriptions; and knowledge and skill to advise on setting and adjusting pay; implementing and applying pay schedule adjustments, and special salary rates.

To qualify at the GS-13 level you must have 1 year of Federal civilian human resource management experience equivalent to the GS-12 level in the Federal service to include knowledge and skill to counsel on recruitment and placement; advise management on automated and manual processes related to rating and ranking applicants and issuing merit promotion, excepted and delegated examining certificates; and recommend strategies to resolve problems related to recruitment, job turnover, long and short-term workforce planning, downsizing, and reinvention while ensuring the legality and propriety of actions taken; and skill in applying position classification and management principles to assist management with the establishment of efficient and effective organizational structures and position descriptions; and knowledge and skill to advise on setting and adjusting pay; implementing and applying pay schedule adjustments, and special salary rates.

HOW YOU WILL BE EVALUATED:

Ratings will be assigned based on your responses to the occupational questionnaire.  In some cases, additional assessment processes may be used.
