JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
As Depot Legal Officer, handles legal and factual problems with wide latitude for the exercise of independent judgment for the Depot and its tenant activities. The Office has daily interaction with BGAD Command Group, Directors and Office Chiefs. The Office also works very closely with attorneys at its Major Subordinate Command (Joint Munitions Command) as well as the Major Command (Army Materiel Command).  Advice given frequently concerns sensitive legal issues and decisions made can set significant legal precedent.  The Office work product is often seen and relied upon by higher levels of command.  Duties and assignments encompass a wide range of legal issues including but not limited to contracts, fiscal law EEO, installation/administrative law, labor and employment law and Ethics issues.

Major Duties:
•Makes decisions relating to sensitive legal issues, having significant precedents and interest on the part of the general public, the media and Congress (e.g., environmental pollution problems, labor relation problems, Equal Employment Opportunity matters, and bids on contracts), which may have economic, social, and political impact.
•Advises Commander and key personnel on questions of substantive law as well as administrative policy involved in the operations of the depot and in contacts with industry, private and professional associations, state, and local, or the general public.
•Renders decisions based on legal theory and analysis when no legal precedents exist.
•Decisions form the basis for depot policy, justification for the conduct of litigation, settlement of claims against the government and course of action taken bt the commander and staff.
 
•Provides legal advice and services concerning depot and tenant activities implementation of Commercial Activity reviews and procurement actions involving the contracting out of depot support services and operations.
•Provides legal advice and assistance to non-appropriated fund activities.

•Serves as the Army Labor Counselor. Advises the Depot Commander,the Civilian Personnel Advisory Center and other management officials on legal issues and disputes between employees and/or employee union organizations and management.

•Serve as Ethics Advisor, providing training, opinions, and review of documents related to Office of Government Ethics and Army law and regulation

•Serves as the Procurement Fraud Advisor, providing advice to contract and command personnel and acting as depot representative with civil and criminal investigators, the Department of Justice and Assistant US Attorneys and other agencies.

Qualifications:

  • Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar association (ABA) and have the first professional law degree (LLB or JD).

  • Bar Membership:  Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

  • Experience:  For a GS-13 or equivalent-Applicant must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position.  Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute one year of the required professional legal experience.


The following are the job-related Knowledge, Skills and Abilities (KSAs) necessary to perform this position:

  • Knowledge of Federal statutes, regulations, and Executive Orders applicable to government contracting.
  • Skill in the techniques of legal research and familiarity with general legal resource material used to perform legal research.
  • Knowledge of labor and employee relations concepts, case law, principles, practices and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems and situations; and advise senior managers regarding corrective techniques in response to a wide range of Human Resources (HR) problems covered by bargaining unit contracts typically involving multiple union interests.
  • Practical knowledge of understanding of HR management functions, theories and techniques; and the basic relationships of the various HR disciplines to include conflict resolution techniques and negotiation and settlement strategies sufficient to interact in highly charged, emotional situations which arise due to delicate or highly contested case matters and determinations.
  • Knowledge of the Army Legal Assistance issues sufficient to advise and assist soldiers within the scope of the program.
  • Ability to identify, research, document, and organize legally and factually complex issues.
  • Ability to communicate legal issues orally and in writing
