This position is in the Defense Civilian Intelligence Personnel System (DCIPS) with duties in the "Professional" work category and at the Full Performance work level.

 

The organizational location of this position is:  Air Combat Command (ACC), 8th Air Force (8AF), 690th Information Operations Group (690 IOG), 690th Computer Systems Squadron (690 CSS), Engineering Flight (EN), Systems Testing (ENT), Lackland AFB TX.

MAJOR DUTIES:

 

·         Analyze complex computer and network tasking requiring highly technical solutions to Intelligence, IO and CI related requirements.

·         Designs Intelligence, IO and CI systems to satisfy complex requirements for computer applications involving operating systems and network engineering analysis, network data and signal propagation and hardware and software network protocols.

·         Develops common instructions, routines and subroutines to process similar actions in different programs and systems, thereby permitting less qualified personnel to perform in support of highly technical network solutions to system requirements.

·         Determines air conditioning and power requirements for proposed new Intelligence, IO and CI systems equipment and identifies required modifications to the currently installed systems, specifying new design as required.

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

1.  Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

SPECIALIZED EXPERIENCE:  Applicants must possess one year of specialized experience at the lower grade level or other equivalent pay systems that demonstrate your ability to apply the knowledge, skills, and abilities (KSA'S) to successfully perform the duties of the position being filled.  Experience that equipped you the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  Creditable specialized experience includes knowledge of information technology and CI equipment and procedures, with experience electronic combat (EC), information warfare (IW), information operations (IO), communications and intelligence (CI) systems, network operating systems and operational test and evaluation (OT&E) of systems.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1. Knowledge of intelligence data, collection methods and limitations, CI uses in these areas and ACC’s, 8AF’s and AFISRA’s multi-disciplines mission areas.

2. Knowledge of information technology and CI equipment and procedures, with experience electronic combat (EC), information warfare (IW), information operations (IO), communications and intelligence (CI) systems, network operating systems and operational test and evaluation (OT&E) of systems.

3. Knowledge of acquisition management procedures and systems acquisition experience.

4. Knowledge of Intelligence, IO and CI capabilities and comm-computer networks both copper and fiber optic, and recent technology trends.

 

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. 


ADDITIONAL CONDITIONS OF EMPLOYMENT:

1. Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

3. Employee may be required to travel by military or commercial aircraft in the performance of temporary duty assignments.
