What are the Eligibility Requirements?

In order to be eligible for an appointment under the Recent Graduate Program you must meet the following requirements:

• You must be a recent graduate who has completed, within the previous two years, an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum. Note: Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that’s part of an accredited college-level, technical, trade, vocational, or business school curriculum.

• Veterans (as defined in 5 USC 2108) who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above have a full 2-year period of eligibility upon their release or discharge from active duty; however, this eligibility period cannot extend beyond 6 years from the date of completion of the requirements of an academic course of study.

This is a developmental position in Human Resources intended to provided experience and on-the-job training in various program areas of Human Resources.  The incumbent receives progressively more difficult assignments and projects. Serves as an initial point of contact for employees and HR personnel in the network; providing general consultation, advice, guidance and assistance to current and former employees, annuitants, survivors and eligible family members regarding retirement.  Performs duties as a consultant during the recruitment, interview, and selection process to supervisors and managers as well as other HR Specialist in the network.  Performs duties and assists other HR Specialist in various HR Programs.  Gathers information from various systems and compiles it into reports that are disseminated network-wide and are the basis for HR related decisions.  Transmits and receives documents electronically using personnel computers or work stations networked or linked to other computers or work stations.

 Uses MS Word/Excel/Access/Power Point/Outlook and in house systems to perform daily tasks to meet the needs of customers and support the functions of the network HR Office.  Performs other related duties as assigned.

 Physical Demands:   No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing.  The regular work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites.  Occasional use of automobile and public conveyance may be required.

 

Promotion Potential:  The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

 

To qualify for this position, applicants must have recently graduated (within the previous two years OR are a veteran who was precluded from applying in the two year period due to military service obligation, and will graduate within the next 6 years) from an accredited institution who has completed an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate.  EDUCATION REQUIREMENTS:  One full year of progessively higher level graduate education. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.  If that information cannot be obtained from the school, 18 semester hours should considered as satisfying the 1 year of full-time study requirement.

 

Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
