The Executive and Visiting Personnel Branch (EVPB) is responsible for developing, implementing and administering agency policies, procedures and programs for Executive personnel activities and for employees serving under the Visiting Scientists, Engineers, and Educators (VSEE) program and under the Intergovernmental Personnel Act (IPA) program. The incumbent is responsible for carrying out complete staff work associated with personnel activities for Executive and rotational (IPA and VSEE) staff and for advising NSF managers on rules, procedures, options, and processes regarding these matters. The incumbent coordinates the recommending courses of action, advisory responsibilities regarding recruitment options and the development of position descriptions and qualifications standards, panel review process and selection procedures. Additionally, the incumbent prepares reports and options papers, as needed. Specific duties include the following: -Coordinates executive recruitment processes including identifying issues, recommending courses of action, developing recruitment and advertisement materials, recommending proactive search approaches, screening applications, preparing and facilitating panels, and preparing reports. -Provides advice on the full range of staffing and placement actions. Explores alternatives with management and ensures that issues have been identified and addressed. -Provides position management and resource management advice to executives, the ERB, senior management and HRM staff on SES and excepted service senior positions. -Administers the NSF Intergovernmental Personnel Act (IPA) Program for executive level positions. -Serves as a resource for indentifying and analyzing issues regarding rotational (IPA and VSEE) staff. -Drafts and updates executive personnel policy and implements and maintains procedures for Executive Level, SES and Excepted Executive positions.

To qualify at the GS-13 level, you must have at least 1 year of specialized experience performing human resources functions equivalent to the GS-12 level in the federal service. Examples of such experience may include planning systematic studies to identify short and long range personnel needs for an organization; providing advice on organizational structures to meet management needs; and providing advice and assistance in executive and excepted service recruitment and placement, compensation management and position classification.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
