This position is located in the Management Services Branch (MSB), Office of Administrative Services (OAS), Office of Science Management and Operations (OSMO), Office of the Director (OD), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH) located in Bethesda, Maryland.
If selected for this position you will perform the following duties:
- Perform various assignments related to property management and support senior staff in providing information for property management matters as a NIAID Property Custodial Officer with responsibility for the integrated management and control of assets within assigned NIAID buildings, and the documentation and maintenance of all personal property records for expendable and non-expendable government-owned property within designated NIAID buildings.
- Exercise direct administrative control and accountability for the care and safeguarding of government-owned equipment. Prepare, process, and retain the required documentation covering the acquisition, transfer, clearance, loan, etc. of government-owned property including obtaining receipt signatures for personal custody property.
Work with staff to determine the availability of existing equipment to meet identified program needs (i.e., arranging loans or transfers of equipment, sharing the use of equipment, obtaining equipment from NIH Excess, etc.) and how to meet needs in the most cost effective manner.
Participate in and assist in analyzing surveys related to all elements of property management. Participate with more senior property management specialists in conducting audits of Property Custodial Areas and assist in monitoring the day-to-day updating and maintenance of capitalized accountable property records for NIAID through the use of the NIH property management system as well as nVision reports. Coordinate and reconcile NIH inventories.
Assist in the conduct of periodic evaluations to measure the success of the property management program throughout the Institute. Prepare reports and/or segments of reports, giving results of evaluations, along with recommendations for changes and/or improvements in future efforts.
Participate with more senior property management staff in reviewing property management systems for compliance with applicable Federal regulations and policies, and assist in the development and preparation of an annual report of internal control assessments relating to property management.
Participate in conducting a variety of activities and assignments designed to assist NIAID in carrying out its responsibility for the custody, care, maintenance, accountability, and proper use of its property and for its proper disposal when no longer required.
Collect data and vital information and assist in the preparation of a variety of reports required by NIAID, NIH, and HHS. Complete and submit Board of Survey requests to the NIH Property Management Officer, as appropriate. Maintain the NIAID property reports which are compiled and classified by decal and property type.
