The National Energy Technology Laboratory (NETL) is a U.S. Department of Energy (DOE) National laboratory that produces technological solutions to America's energy challenges.  For more than 100 years, the laboratory has focused on developing tools and processes to provide clean, reliable, and affordable energy to the American People.

The incumbent of this position serves as the Supervisor in the Health and Safety Branch, Environment, Safety, Security, & Health (ESS&H) Division, Office of Institutional Operations.  

The Safety & Health Branch supports the development of ESS&H procedures and plans to institute and maintain a healthy and safe NETL work environment and ensures the implementation of these procedures and plans; assists NETL operations in conducting safety and reliability reviews for on?site facilities and processes; oversees implementation of ESS&H continuous improvement initiatives; and provides ESS&H consulting to project managers and to on-site RD&D operations.  Specific programs include the following:  hazards assessment and control, fire protection, industrial and chemical hygiene, asbestos and lead abatement, industrial and process safety, ergonomics, workplace violence, radiation protection, occupational medical services, and fitness and wellness programs.

As a Supervisory General Engineer in the Safety and Health Branch, you will:

  • Oversee and maintain activities for a safe and healthy work environment;
  • Develop and coordinate ES&H training requirements; 
  • Prepare technical documents dealing with planning, evaluation, and/or information dissemination related to ES&H;
  • Coordinate the development and validation of ES&H orders, plans, and procedures are compliant with Federal and DOE guidelines;
  • Perform the full range of supervisory responsibilities;
  • Serve as Contracting Officer's Technical Representative on designated contracts.

To qualify at the GS-14 level, applicants must possess one year of specialized experience directly related to the position for which you are applying equivalent to the GS-13 level. 


A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: 

  • Managing or directing the activities of subordinates or contractor personnel involved in activities related to the maintenance of a safe and healthy work environment; and
  • Serving as a project manager, coordinating resources, providing technical direction, and monitoring the health and safety of personnel in an R&D Laboratory and facility construction/renovation settings.

  • Time-in-Grade: Current Federal employees must meet time-in-grade requirements for consideration.  Current federal employees applying for a promotion opportunity must meet TIG requirements with one year of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met within 30 days of the closing date of this announcement. Reinstatement eligible candidates that have held a GS (or equivalent) position within the preceding 52 weeks are subject to TIG restrictions per 5 CFR 300.603.
  • CTAP/ICTAP candidates:  To be considered "well "qualified" you must meet all of the requirements as described in this section.  CTAP/ICTAP eligibles will be considered well qualified if they attain at least a rating score of 85 in a numerical rating scheme.

Those candidates who do not meet the minimum qualification requirements within 30 days of the closing date of the vacancy announcement will be determined to be "not qualified".
