Location: This position is within the Office of Acquisition and Logistics in Washington DC. Incumbent may be subject to telework schedule.

Competitive Merit Promotion:

Major Duties:

  • Serves as a Senior Procurement Analyst in the Acquisition Policy Division assigned special projects, review and analysis of broad, complex, unique and sensitive procurement and contracting issues and problems involving the full spectrum of functions for which the office is responsible.
  • Reviews and prepares responses to inquiries from the Office of Federal Procurement Policy, the Office of the Inspector General or the General Accountability Office as required. Reviews and responds to internal Departmental requirements, including the Office of the Secretary and the Chief Acquisition Officer, often on short notice.
  • Thoroughly researches procurement policy questions and provides comprehensive, relevant and well thought out responses.
  • Initiates, writes, and coordinates proposed VA Acquisition Regulation (VAAR) changes with VA's Office of Regulations Management to ensure continuous improvement and maintenance. Assists in drafting and updating the VA Acquisition Manual and drafts Procurement Policy Memorandum as required.

To qualify for this position, you must meet one of the basic requirements stated in A and B and the specialized experience requirement: 

Basic Requirements

A) Completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, AND at least 4-years experience in contracting or related positions. Or,

B) Occupied GS-1102 position in the Federal government on January 1, 2000, qualifying you through the grandfather clause.

AND

Specialized Experience

One or more years of specialized experience in contracting equivalent to the GS-13 Federal grade level. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as conducting reviews to analyze unusual contract policy issues; developing new regulatory or procedural acquisition policy guidance for contracts; providing official written responses to audit recommendations from organizational authorities; and advising authorities on possible candidates for debarment action.Please note that a Federal Acquisition Certification in Contracting (FAC-C) Level III or equivalent DAWIA Level III certification is highly desirable. If you possess a FAC-C certification, please submit a copy of your certificate with your application package. 

Part-time or Unpaid Experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.


Education:

REQUIREMENTS:

·    Background Investigation: You may need to successfully complete a background investigation before appointed into the position.

·     Probationary Period: You may be required to serve a one year probationary period.

·     Time in Grade (TIG): Current employees, Transfer and/or Reinstatement Eligibles must have a minimum of 52 weeks at the next lower grade level to be eligible under Merit Promotion. An SF-50 must be provided to verify eligibility.
