This position is located in the Food and Drug ADministration, Office of the Commissioner, Office of External aFfairs, Web & Digital Media Staff, Silver Spring, MD.

The incumbent serves as a content manager for all featured content on Agency home page and other high priority pages.  He/she works closely with the Web & Digital Media Art Director to identify appropriated images or use on the Agency website. 

Responsibilities include:

  • Establish and maintain guidelines for the communication of Agency information.
  • Identify current and future communications needs and priorities of the agency and develop a monthly communication plan for the home page that meets those needs.
  • Ensure clearance procedure are followed for content and art in order to meet stringent deadlines and ensure that material are of the highest quality.
  • Work closely with Social Media Lead to identify content to feature using the agency's social media channels, coordinate with content owners.
  • Develop editorial plan for featuring the content and develop and execute social media postings activities accordingly.
  • Advise Web & Digital Media Director on public and electronic medial related strategy.
  • Provide leadership to maximize utilization of electronic communication channels to increase the impact of information and communication.
  • Develop and identify appropriate content to be shared via social media channels.
  • Provide analysis and development of social media policies and programs through research of best practices within government and industry.
  • Assist with the operation and maintenance of US.FDA's social medial presence, including: Facebook, Twitter, YouTube and Flickr.
  • Develop content and visual material for FDA social media sites through collaboration with FDA Centers and Offices, as well as other Health & Human Services (HHS) and government agencies.

Minimum Qualifications:

To be considered minimally qualified for this position you must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade lever or comparable payband in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform the duties of the position to be filled.

 

Specialized Experience:

At the GS-14 - One year specialized experience equivalent to the GS-13 grade level. Experience includes: Supporting the digital content manager of public-facing website; establishing and maintaining guidelines for communications of priority information on organizations website; participating in all aspects of content management; advising on most effective method for presenting content and style for accomplishing the communication objective; developing and implementing electronic media strategies; promoting innovative electronic media programs to improve communications; developing content for social media sites including: Facebook, Twitter, YouTube, and Flickr.

 

At the GS-13 - One year specialized experience equivalent to the GS-12 grade level.  Experience includes: Establishing guidelines for communication of priority information on organizations website; participating in aspects of content management; advising on most effective method for presenting content and style for accomplishing the communication objective; recommend public and electronic media strategies; promoting innovative electronic media programs to improve communications; developing content for social media sites including: Facebook, Twitter, YouTube, and Flickr.

 

NOTE: Education may not be substituted for experience at the GS-13 and GS-14 grade levels.

Category rating procedures will be used to rate and rank candidates.  The category assignment is a measure of the degree in which your background matches the competencies required for this position.  Qualified candidates will be assigned to one of the following quality categories:  Best Qualified, Well Qualified or Qualified.

 

Best Qualified – Applicants who have experience that is almost identical to those required by the position, including any quality ranking factors identified.

Well Qualified – Applicants who have experience that is very similar to those required by the position.

Qualified – Applicants who meet minimum qualification requirements, but do not identify any additional qualifying experience or skill.
