This position is located in the Administration for Children and Families (ACF), Office of Refugee Resettlement, Office of the Director.

Serve as Program Analyst in the Office of Refugee Resettlement (ORR), Division of Budget, Policy and Data Analysis (DBPDA) with responsibility for supporting the development of ORR's Annual budget, tracking grantees expenditures and analyzing program performance. Identifies rules, principles or regulations in order to analyze program compliance, recommending resolution to deficiencies. Design, develop or coordinate and prepare analytical reports and documentation necessary for the preparation of ORR's annual budget, effectiveness, goal and priorities. Initiate, develop and recommend changes to administrative/operational procedures and policies for the enhancement of program execution and performance to support the budget process. Develop data and other information in response to special initiatives and requests relative to ongoing program operations. Develop responses to OMB, Departmental and Congressional inquiries regarding the ORR budget. Responses require an in-depth knowledge of statue, regulations, procedures and budget formulation strategies. Act as liaison with the Office of Grants Management in matters pertaining to issuance of mandatory and formula Grants award; recommend subsequent action and further reviews to the supervisor, as necessary. Act as project officer for contracts pertaining to enhancement of program operations, data collection, administrative improvement, monitoring, and other support functions. Provide analysis of the Refugee Arrival Data System and proposing system enhancements to increase functionality and efficiency, and update procedures as needed.

For the GS-12 grade level, applicants must have one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service.   

Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and can be demonstrated through the ability to analyze the operations of a data System and propose system enhancements to increase functionality and efficiency.
