MAJOR RESPONSIBILITIES & DUTIES

- Responsible to the Nurse Manager/Surgical Services and functions in various capacities in Surgical Services.

- Demonstrate satisfactory performance in perioperative care, utilizing assessment, teaching, and organizational skills, with timely follow-up of patient outcomes.

- Exceptional interpersonal communication skills, dealing effectively with internal and external customers.

- Collaborate with interdisciplinary team members in the overall management of surgical and interventional radiology patients.

- Demonstrate self-direction, initiative, and ability to perform satisfactorily under stressful conditions.

- Evidence of leadership on improving patient care and initiative in quality improvement activities.

- Assess physical, psychological, and social needs of patients, and apply knowledge of illness, injuries, diseases, and available resources in the patient assessment and planning process.

- Function in several surgical areas including Operating Room (OR), Moderate Sedation Administration, Same Day Surgery, and Post-Anesthesia Care Unit (PACU).

- Function independently in clinical nursing practice, with a broad knowledge of surgical procedures and treatments, including but not limited to, abdominal, vascular, ophthalmology, endoscopy, otolaryngology (ENT), podiatry, and gynecological (GYN) surgical procedures and treatments.

- Function in the circulating and scrub nurse role intra-operatively.

Tour of Duty:  Monday-Friday, 8:00 A.M.-4:30 P.M., with on-call responsibility; however, subject to change, depending on the needs of the operating room/service/medical center.

Please Note:   Current Basic Life Support (BLS) certification is a requirement for this position.   Advanced Cardiac Life Support (ACLS) is a requirement for this position; however, if not current, must be able to attain such within thirty days of entering on duty.

Basic Requirements

 

~ Citizenship.  Citizen of the United States.(Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)

~ Graduation from School of Nursing

(a) Graduate of a school of professional nursing approved by the appropriate State agency, and accredited by one of the following accrediting bodies at the time the program was completed by the applicant.[NOTE: See exception in subparagraph (b)below for candidates who are enrolled in a MSN Bridge Program.]

1.  The National League for Nursing Accrediting Commission (NLNAC), an accrediting arm of the National League for Nursing located at 61 Broadway, 33rdFloor, New York, New York 10006 or call (800) 669-1656 extension 153.The NLNAC accredits all levels of nursing programs. Additional information may be obtained from the website; or

2.  The Commission on Collegiate Nursing Education (CCNE), an accrediting arm of the American Association of Colleges of Nursing (AACN).The CCNE accredits bachelors and master’s degree programs, and is located at One DuPont Circle N.W., Suite 530, Washington, DC 20036 or call (202) 463-6930.Additional information may be obtained from the CCNE website.

(b) The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. In these programs, students are given a certificate of professional nursing to sit for the NCLEX and should submit this certification to VA prior to appointment. Students do not earn a BSN but receive a MSN degree upon completion of course work.  A copy of the MSN transcript must be provided to VA.  Bridge programs that confer master’s degree also fully meet the education requirement, even though bachelor’s Degree is not awarded.

(c) In cases of graduates of foreign schools of professional nursing, possession of current, full, active, and unrestricted registration (see paragraph 2a(3)) will meet the requirement of graduation from an approved school of professional nursing.

~ Registration

(a) Condition of Employment. A registered nurse (RN) will have a current, full, active and unrestricted registrations a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia. The appointing official may waive this registration if the RN is to serve in a country other than the U.S. and the RN has registration in that country (e.g., Philippines).The RN must maintain a current, full, active and unrestricted registration to continue employment with VA.

(b) Impaired Registration. An impaired registration is any registration(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status. Registered nurse who has or ever had any such impairment to their registrations listed above may be appointed only in accordance with the provisions of chapter 3, section B, paragraph 15 of this part.

~ Education Experience for Grades

Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3years of experience, or an ADN or Diploma in Nursing and a bachelor’s degree in related field and approximately 1-2 years of experience; or a BSN with approximately 1-2 years of experience, or a Master's degree in nursing (MSN) or related field with a BSN and no experience.

Nurse II - A BSN with approximately 2-3 years of experience, or ADN or Diploma in Nursing and a bachelor’s degree in a related field and approximately2-3 years’ experience or a Master's degree in nursing or related field with abs and approximately 1-2 years’ experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience.

Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3years’ experience or Doctoral degree in nursing or related field and approximately 2-3 years’ experience.

~ English Language Proficiency.  RNs appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and7407(d).

GRADE DETERMINATIONS:
Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel.
The criteria are as follows:

·         Practice: practice, ethics and resource utilization;

·         Professional Development: performance, education/career development;

·         Collaboration; collaboration, collegiality;

·         Scientific Inquiry: quality of care, research.

~ Physical Standards.  The physical requirements of this position include heavy lifting (45 lbs. and over), light carrying (15-44 pounds), straight pulling (2 hours), pushing (5 hours), reaching above shoulder, use of fingers (both hands required), walking (6 hours), standing (2 hours), kneeling (1 hour), repeated bending (6 hours), climbing (use of legs and arms - both legs required).  The mental/sensory requirements include the ability for rapid mental and muscular coordinator simultaneously, near vision correctable at 13” to 16” to Jaeger 1 to4, far vision correctable in one eye to 20/20 and to 20/40 in the other eye, ability to distinguish basic colors, ability to distinguish shades of colors, hearing (aid permitted), emotional stability, clear speech.  

~ Environmental Factors.  The environment's pace can vary from steady to a sometimes fast pace, requiring handling of multiple priorities, frequent, sometimes intense patient/family interactions, and the ability to adapt to frequent changes in a sometimes noisy environment.  Other environmental factors include, but are not limited to, being outside or inside, excessive noise - intermittently, radiant energy, slippery or uneven walking surfaces, working around moving objects or vehicles, working with hands in water, working closely with others or alone, protracted or irregular hours of work, latex, exposure to communicable diseases.
