This position is located in the Office of Budget, Finance, and Award Management, Budget Division. This organization is responsible for providing business, financial and analytical services to diverse stakeholders and customers.

Duties

The incumbent is responsible for the following:

  • Formulating and executing the NSF budget of assigned appropriation accounts in conformance with OMB policies and relevant appropriations regulations and policies.
  • Analyzing reviewing, and interpreting a variety of materials used in the development of the President's Budget of the U.S. Government.
  • Preparing, revision and technical accuracy of the Foundation's input to annual government-wide surveys concerning research and development obligations and outlays and federal statistical activities.
  • Analyzing data for conformance to reporting guidance contained in published guidelines for these federal reports.
  • Preparing of a Foundation-wide research and development special analysis for input into the annual federal budget.
  • Developing procedures and guidance for use by all agency operation organizations.
  • Analyzing, reviews and ensures input is technically accurate and consistent with NSF priorities.
  • Monitoring program activities in specific appropriation accounts for compliance with Congressional limitations.
  • Anticipating budgetary problems by reviewing program implementation and recommends solutions which achieve programmatic goals in a manner which is consistent with OMB and Congressional intent.
  • Budget execution activities for assigned appropriation accounts in conformance with OMB, treasury and internal NSF regulations.
  • Developing account level presentations for use in the President's budget along with all required schedules.
  • Performing mid-year review of assigned appropriation accounts for use in the OMB mid-session review.
  • Preparing, revising and technical accuracy of budgetary and outlay estimates during all stages of the annual budget cycle.
  • Developing detailed models to predict the financial impact of alternative budget levels on NSF outlay patterns subject to complex constraints.
  • Communicating the significance and impact of alternative scenarios to NSF management.
