This position is located in the Operations Department, Naval Computer and Telecommunications Station (NAVCOMTELSTA), San Diego. The incumbent of this position is responsible for testing, installation, configuration, analysis, diagnostics, and technical support of the IA/CND systems; including hardware (servers, firewalls, switches, and routers) and software.

 

The incumbent reports directly to the Operations Officer via the Information System Division Officer in the Operations Department.

KEY REQUIREMENTS

  • May require travel less than 3 days per month.
  • The incumbent is designated as Key and Essential Personnel.
  • Suitable for Federal employment as determined by background investigation.
  • This position is an Information Assurance Workforce (IAWF) IAM Level II.
  • This position is a Drug Testing Designated Position (TDP).
  • You must obtain and maintain a Top-Secret security clearance

Major duties of this position will include:

 

  • Performs monitoring, performance tuning, backup, and recovery of systems.
  • Ensures the rigorous application of information security/information assurance policies, principals, and practices in the delivery of network services.
  • Applies all required security patches and upgrades, identifies violations and recommends corrective actions.
  • Serves as focal point for ensuring functionality of the assigned IT/ communications systems environment.
  • Performs testing, troubleshoots, and corrects problems relative to interface and interoperability of system components such as hardware, systems software and applications programs.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:

  • Experiences with IT and communication systems integrations methods, performance tuning methods, IT security principles and methods, and project management principle and methods sufficient to assist in planning and coordinating the installation of new products or equipment.
  • Experiences with performing testing, troubleshoots, and corrects problems relative to interface and interoperability of system components such as hardware, systems software and applications programs.
  • Experiences with network operations and maintenance method, network architecture optimization techniques, and the capabilities and limitations of the computer equipment and system software configuration in order to assist in managing the network, carrying out network and/or telecommunications projects and coordinating efforts with others affected within the organization.

Ph.d or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

 

This position is a critical-sensitive/IAM Level II position defined in SECNAV M-5510.30.  This position is a Cyber Security Workforce (CSWF) position as described in the DoD 8570.1M.  Upon request of the IAPM, the employee shall provide documentation supporting their information assurance certification status.  The employee must maintain certification status per DoD 8570.1M.  The position requires the incumbent to have and maintain a Do approved security certification that is associated with assigned position/appointed duties (e.g. Certified Information Systems Security Professional (CISSP) etc.).  Employees who fail to maintain DoD 8570.1-M certification requirements shall be removed from the position.

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade.   All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

 

Selectee is required to participate in the Department of Defense direct deposit of pay program.

 

A Top Secret security clearance is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal.   If you possess a security clearance, please indicate the level and termination date in your resume.

 

Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. This position requires moderate travel by commercial or military carrier less than 3 days per month.
