This Information Technology Manager (Security) position is located  in the Integrated Common Processor (ICP) Branch (PMS 485G), Maritime Surveillance Program Office (PMS 485), Program Executive Officer, Submarines (PEO SUB), of the Naval Sea Systems Command (NAVSEA), at the Washington Navy Yard in Washington, DC.  Actual location of position is in San Diego, California.

As the Information Technology Manager (Security) you will serve as the Information Assurance (IA) Manager to PMS 485, responsible for leading program efforts to implement and maintain overall IA security posture. You are also responsible to coordinate and guide NAVSEA and Field Activity projects through the life cycle management: provide IA technical support, perform management review, validate security requirement; and develop and maintain effective, interoperable, integrated, and affordable secure information systems and networks.

KEY REQUIREMENTS

  • You must be a US Citizen.

  • Suitable for Federal employment as determined by background investigation.
  • Selectee may be required to successfully complete a probationary period.

As Information Technology Manager (Security), duties include, but are not limited to the following:

 

  • Lead for program-level IA activities for Unclassified, Secret, and Special Access Program networks and serve as the Information Assurance Manager for Special Access Programs (SAP).
  • Develop and maintain an IA program that identifies the IA architecture, IA requirements, IA objectives and policies, IA personnel, and IA processes and procedures to ensure the reliability and accessibility of information systems and to prevent and defend against unauthorized access to systems, networks, and data.
  • Conduct risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks and protection needs.
  • Serve as a Contracting Offer's Representative (COR); responsible to provide proper and appropriate oversight of Contractor performance and contract execution and ensures financial and technical compliance with the contract terms and conditions.
  • Ensure the development and maintenance of IA certification documentation according. Also ensure that all of the IA workforce and privileged users have the necessary technical and IA training, education and certification to carry out their IA duties.
  • Monitor assigned project/program progress, assesses schedule and performance viability and periodically and/or when needed reports status and potential problems to PMS 485, upper management and to all participating activities.

·       monitoring systems' compliance with IT security standards and regulations;

·       planning, recommending, implementing, or enforcing information assurance security measures or policies;

·       conducting risk and vulnerability assessments; and/or

·       maintaining a repository for all IA certification and accreditation documentation and modifications.

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement.

 

Selectee is required to participate in the Department of Defense direct deposit of pay program.

 

A Secret security clearance/Single Scope Background Investigation is a requirement of this position. Position may require occasional travel.
