WHO MAY APPLY:

This is a dual status position, meaning an applicant must be a member of the Rhode Island Air National Guard, OR be willing and eligible to transfer into the RIANG. The applicant must also currently hold at least an enlisted military grade of E-7 through E-9.

JOB SUMMARY:

Rhode Island National Guard

The Rhode Island National Guard traces its history from the first colonial defensive force established in the town of Portsmouth, Rhode Island in 1638. Today, the Rhode Island National Guard consists of dedicated men and women, prepared to serve our State and Nation in a variety of military specialties.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Rhode Island Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Rhode Island Air National Guard must be eligible for immediate membership and employment in the Rhode Island Air National Guard in the military grade listed in this announcement.

Persons appointed with indefinite status may be separated when their services are no longer needed. If a permanent status employee at the same grade level as this announcement is selected, Nature of Action will be Reassignment; tenure will not change. If a permanent excepted status employee is selected at a higher grade, Nature of Action MAY be Temporary Promotion. Should the need for the indefinite time limitations placed on this position no longer exist, the Temporary Promotion and/or the Indefinite Appointment COULD be converted to permanent action without further competition.

Veteran's Preference does not apply to the National Guard Excepted Service.

Permanent Change of Station (PCS) relocation allowance NOT authorized.

This position is located in the Aircrew Flight Equipment Function of the Air Operations Directorate.  Its primary purpose is to serve as manager of the Aircrew Flight Equipment Function, as equipment specialist, and Wing technical expert over all of the aviation Aircrew Flight Equipment Function activities to include:  personnel supervision and operations support; material, fiscal and facility resources management; aircrew training programs; information management; and equipment air worthiness certifications.  The incumbent also serves as liaison with state, Federal, and military agencies for matters concerning aircrew/passenger safety, search-rescue and recovery, mission support, and operational planning.  Position involves performance of supervisory related duties for 25% or more of the time.

Brief Description of Duties: 

Exercises overall functional and management responsibility for the Wing Aircrew Flight Equipment Function.  This includes managing, planning, organizing, controlling, and directing all activities of the function.  Provides expert technical advice to the Operations and Wing Commander concerning all Aircrew Flight Equipment Function issues affecting the Wing.  Serves as the Wing focal point for all Aircrew Flight Equipment Function matters dealing with higher headquarters.  Integrates the function’s program into the flying operations of the Wing.  As technical advisor, makes recommendations as appropriate to enhance the Aircrew Flight Equipment maintenance mission. 

Supervises the function either directly or through Small Shop Chief(s).  Plans, coordinates, and directs the activities of subordinate and augmented personnel.  These individuals may be on various types of employment status such as Air Technician, Active Guard Reserve, Special Training, or on other approved work-day orders.  Performs personnel supervisory functions including preparing travel orders, participating in interviews and selection of employees, approving leave, ensuring indoctrination of new employees, providing training, evaluating performance, initiating action to review the classification of positions within the organization, and resolving disciplinary problems.  Establishes shift schedules and assigns personnel based on workload to ensure adequate mission support coverage.  Supports and takes affirmative action with consideration of Equal Employment Opportunity in all aspects of personnel actions.  Keeps employees informed of NGB goals, objectives, and policies, and informs management of employee input and concerns.  Supports peacetime and combat missions and augments Intelligence and Combat Search and Rescue Forces functions.  Supervisory duties require 25% or more of the incumbents work time. 

Ensures required operations support is provided through accomplishment of the following responsibilities:a)  Identifies development and sustainment needs and coordinates facility requirements which support aircrew life-saving, rescue and recovery, and secure-communications equipment.  Liaisons with host-base authorities to coordinate munitions storage and equipment inspection and maintenance activities.  Evaluates facilities to ensure compliance with established Air Force Occupational Safety and Health standards, public health policies, and directives.  Advises or insures mission commander(s) and field operators are advised on all pre/post mission requirements for safeguarding classified materials, equipment and weapons.  Develops and applies Memorandums of Understanding, Host Tenant Support Agreements, Inter-service Support Agreements, Operational Plans and other support agreements with local and non-local agencies to support flying activities.

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.

 

SPECIALIZED EXPERIENCE: Must have at least 36 months experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in designing projects or planning assignments.  Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, printing design layout, etc. Experience working and serving as the contractor representative to ensure compliance with the contract scheduling and sequence of operations. Experience coordinating work forces and resources and negotiating with management or clients concerning problems. Experience in managing the function of the work to be performed.  Experience which includes leading, directing and assigning work of personnel.

 

MILITARY REQUIREMENTS: Employment in this position requires membership in the 143rd OFS within the Rhode Island Air National Guard. Selected candidate(s) will be required to be in a compatible military grade and assignment within 60 days of the effective date of placement. Should be AFSC qualified within one year of placement action.

 

Military Grades: E-7 through E-9.

Substitution of education for specialized experience: A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience.  The education must have been in fields directly related to the type of work of the position (i.e. Engineering or Industrial Technology, construction etc.)

Requirements:

Incumbent must maintain membership in the Rhode Island National Guard.

Participation in direct deposit is mandatory.

Valid state driver’s license for the state in which they live or are principally employed.

For positions requiring a security clearance the applicant must possess or be able to obtain a clearance within one year of appointment.

Background Criminal Investigations (BCI) are required for federal employment.
