JOB SUMMARY:

Through the administration, management, and oversight of a $10 billion annual grant program, FTA supports the development and construction of subway, light rail, and bus systems to help communities provide travel choices; improve access to jobs and health care; drive economic growth; and protect the environment.

This position is located in the Lower Manhattan Recovery Office (LMRO), Region II, New York, New York Office of the Federal Transit Administration (FTA).  The transit programs of LMRO are characterized by the highest degree of complexity and sensitivity due to the number of persons served, the type and size of on-going projects, the involvement of large sums of money/complex financial arrangements, the coordination of different transit needs, the involvement of multiple governmental jurisdiction and the level of particularly complex; novel and politically sensitive issues.

The LMRO Office manages the most sophisticated transit operators and transit system network in the United States and has the largest most complex transit programs in the country.  The LMRO program experiences intense scrutiny by the public, elected officials of all levels, and the media.  This position requires the services of an individual with the highest professional qualifications and with extensive experience and expertise. 

This position is perfect for a mid-to-senior level engineer who is looking for an excellent opportunity to join the Federal Transit Administration, work with transportation officials and meet the challenges of advancing the best transit systems. The ideal candidate will have excellent communication skills and have the ability to provide specialized engineering assistance to the grantees, program managers, and senior staff to resolve problems and ensure successful delivery of federally funded projects.

This is a TERM position.  The initial appointment will be for two years and it may be extended for an additional two years without further competition.  Selection under a term appointment does not confer competitive status in the Federal government.  Completion of a one-year trail period is required.

General Engineer,

  • Assists in the coordination of risk assessments with grantees and Project Management Oversight Contractors (PMOCs). Reviews budget revision requests based on the eligibility of expenses, compliance with approved project scopes and availability of funds.
  • Aids in project development activity related to assigned grantees including review, analysis, evaluation and response to technical submissions. Organizes regular technical overview sessions with a grantee and its engineering consultant(s). Participates and serves as an FTA point of contact at Procurement Reviews, Financial Management Oversight Reviews, and other reviews as necessary.
  • Provides expert technical assistance and ensures the application of other FTA expert resources to assist grantees in developing creative solutions to complex project coordination and engineering issues. Uses judgment and specialized knowledge to detect and subsequently resolve unique problems by developing the appropriate LMRO response.
  • Prepares reports, memoranda and other written communications as needed or requested; develops draft responses to correspondence, prepares briefing papers, statistical summaries and policy papers; reviews financial and technical policy recommendations and technical proposals. Participates with on-site reviews to inspect projects during the development stage and on-going construction. Effectively communicates issues up the LMRO management structure chain.

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the experience qualifications for the grade at which you are requesting consideration.

LEVEL To qualify, you must have at least one year of specialized experience equal or equivalent to the following:
GRADE 13
  • Experience managing or directing various aspects of public works construction projects including experience extending and modifying traditional design and construction engineering options.
  • Experience with financial grants oversight, technical guidance and compliance reviews.

All applicants must meet one of the following
requirements to qualify for consideration for an
engineering position:

  • Successful completion of a professional
    engineering degree at an accredited university
    or college
  • OR
  • Have a combination of college level
    education or training AND technical experience
    that has furnished you with
    (1) a thorough knowledge of the physical and
    mathematical sciences underlying professional
    engineering, and
    (2) a good understanding, both theoretical and
    practical, of the engineering sciences and
    techniques and their applications to one of the
    branches of engineering. The adequacy of such
    background must be demonstrated by one of the
    following:
    1. Professional registration as a
      engineer
    2. Evidence of Passing the Engineer-in-Training
      Written Test
    3. Successful documented completion of at least
      60 semester hours of courses in the physical,
      mathematical, and engineering sciences as
      described by OPM.
    4. Successful completion of a curriculum
      leading to a bachelor's degree in engineering
      technology or in an appropriate professional
      field and at least 1 year of professional
      engineering experience acquired under
      professional engineering supervision and
      guidance.
