JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

This job provides the opportunity to support the mission of the Corpus Christi Army Depot; which is to overhaul, repair, modify, retrofit, test and modernize helicopters, engines and components for all services and foreign military customers. The Corpus Christi Army Depot (CCAD) is the Army’s Center of Industrial and Technical Excellence for Rotary Wing Aviation Maintenance and is the world’s largest helicopters overhaul and repair facility. CCAD serves as the depot training base for active duty Army, National Guard, Reserve and foreign military personnel. We also provide worldwide on-site maintenance services, aircraft crash analysis, lubricating oil analysis, and chemical, metallurgical and training support. Positions include those providing support to the maintenance of helicopters in a variety of shops or in an office setting.

As a Project Management Specialist in the Command Project Management Office (CPMO), serves as an expert advisor and leader for a large scale multi-million dollar facility construction and/or capital investment requirements for the Corpus Christi Army Depot (CCAD) an Army Working Capital Funded (AWCF) installation with over $1.5 billion annual revenue. Responsibilities include managing multiple projects that total in excess of $100M of multiple Military Construction Army (MCA) funded facilities, additions and special/custom capital equipment and processes. Future workload shifts will require overall depot coordination and project management of major resizing efforts.

In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as:one year of specialized experience equivalent to the GS-12 level in the Federal service which includes: 1) Experience in the business and industry requirements of Project Management, to plan and oversee completion of projects. 2) Experience in contract practices and qualitative evaluation techniques sufficient to measure and evaluate contract cost performance. 3) Experience in aircraft maintenance production operations and/or related industrial functional concepts of production operations. 4) Experience in planning, design and construction of maintenance, industrial and/or production facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 level). (This experience must be well-described in your resume.)

• Time in Grade Restriction: Applicants who have held a General Schedule (GS) position at the next lower level within the last 52 weeks must meet the Time in Grade Restriction.
• Time in Grade Restriction: Must have 52 weeks of Federal service at the next lower or second lower grade (or equivalent) of GS-12.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
- Expert analytical capability with a mastery of a wide range of qualitative and/or quantitative methods.
- Knowledge of contracting practices of business and industry sufficient to measure and evaluate contract cost performance.
- Knowledge of aircraft maintenance production operations and broad range of administrative laws, policies, regulations and precedents applicable to the program/project managed.
- Skill and ability to plan, organize and direct work of programs/projects requiring resources or changes in established procedures.
- Knowledge of Federal Acquisition Regulations and Processes.
