Major duties and responsibilities:

 

·         Develop and design advanced information operations systems involving standard operating engineering practices and procedures as it relates to specific projects assigned to the Division.

·         Perform development and design work on projects generally related to systems engineering, information operations and the development of concepts to implement advanced development demonstrations.

·         Assist project managers in systems engineering, signals intelligence and communication topics, which focus on information operations and information warfare technology.

·         Assist project managers in the concept, design, testing of systems and components used in military operational environment within a Research, Development, Test and Evaluation (RDT&E) center.

Applicants must meet the following qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

 

Basic Requirements Engineer (0854/0855):

 

Applicants must have successfully completed a bachelor’s or higher engineering degree from an accredited college or university.  To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

 

OR

 

Possess a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration: Current registration as a professional engineer by any State, the District of Columbia, Guam or Puerto Rico.  Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g. State grandfather or eminence provisions) are eligible only for position that are within or closely related to the specialty field of their registration; or (II) Written Test: Successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements.  The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A (above); or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor’s degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.  Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

 

Basic Requirements Computer Scientist (1550):

 

Applicants must possess a bachelor's degree in computer science.

 

OR

 

Possess a bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

 

 

In addition, your resume must also demonstrate the following:

 

ND-03:

One year of specialized experience at or equivalent to the GS-07 or ND-02 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates professional knowledge of engineering, application of engineering principles to resolve engineering problems, and continuing development of professional knowledge and abilities. Specialized experience must demonstrate the following:

Application of professional engineering knowledge to develop and design network architecture and software applications for information systems (i.e. laboratory, research and development, testing) involving standard operating engineering practices and procedures.

OR

Successfully completed two years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree.  One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.  Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Possess a combination of experience and education that equates to one year of experience.  Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.  Percentage of the required education plus percentage of the required experience equal 100 percent.

OR

Possess a combination of superior academic achievement and one year of professional engineering experience.  Superior academic achievement and professional engineering experience demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

 

ND-04:

One year of specialized experience at or equivalent to the GS-11 or ND-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

The application of professional engineering knowledge to support the development and installation of advanced information operations systems in information operations activities (i.e. laboratory, research and development, testing, data reduction, algorithm development, modeling and simulation) involving engineering practices and procedures.

 

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.
