JOB SUMMARY:

This position serves as the Contracting Officer Representative (COR) providing technical advice & guidance to laboratory staff on performance work statements; independent government cost estimates & required documentation; monitors contract performance & reports to management regarding COR activities.  Serves as the grants manager to administer the annual grants program for the laboratory.

The Materials Measurement Laboratory (MML) serves as the national reference laboratory for measurements in the chemical, biological and material sciences through activities ranging from fundamental and applied research, to the development and dissemination of certified reference materials, critically evaluated data, and other programs and tools to assure the quality of measurement results.  MML is also responsible for coordinating the NIST-wide Standard Reference Material and Standard Reference Data programs.

This position provides technical advice and guidance to the Laboratory staff on procurement issues.  Prepares performance work statements, independent government costs estimates, market research, source selection, and post-award contract administration.  Participates in the evaluation for technical proposals, rating and ranking all proposals, and developing acceptance justifications.  Assists scientists and engineers in developing acquisition requirements for laboratory equipment and research services and applies acquisition strategies in formulating requirements.  Monitors contract performance and reports to management as necessary regarding contracting officer activities.  Reviews and approves invoices for fixed-price deliverables to ensure receipt of the goods and services.  Assures contractors are performing the technical requirements of the contract in accordance with contract terms, conditions, and specifications.  Serves as the Grants and Cooperative Agreements Liaison to the Laboratory by organizing and leading the internal review process in accordance with the annual Federal Funding Opportunities announcement.  Monitors awarded grants and cooperative agreements through their life-cycle.  Communicates in writing detailed technical information in a clear, logical, concise manner to both technical staff to include members of senior management.

To qualify for this position, applicants must have 1 year of specialized experience equivalent to at least the GS-12 level (ZP-III at NIST).  Specialized experience is defined as:  experience in advanced engineering materials including structural materials, electronic materials, composites, and nanomaterials; materials characterization including mechanical testing, electron, optical, and atomic force microscopy, chemical spectroscopy, and electrical testing; biological and biomaterials, including cells, tissues, engineered tissue constructs, proteins, therapeutics, implant materials, and medical devices; methods for characterization of biological and biomaterials including green and sustainable chemicals, chemical intermediates, and alternative fuels; and next-generation manufacturing and fabrication of engineered materials and products for the energy, electronics, aerospace, and biomedical industries.

Basic Requirements:

Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
