If you are selected for the position with further promotion, you will have the potential to be non-competitively promoted if you successfully complete the requirements. The Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS) is currently accepting applications under examining authority of 10 U.S.C., Section 2164, for the above position(s) in DDESS Schools.
Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS). DoDEA employs more than 15,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico. The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

The major duties listed below represent the full performance level of AD-12. If selected at the AD-09 or 11 grade level, you will perform assignments of a more limited scope and with less independence. The incumbent will progressively acquire the background necessary to perform at the full performance level. Promotion is not implied nor guaranteed it is at the discretion of the supervisor and is contingent upon meeting qualifications, eligibility requirements and performing at the higher level in a satisfactory manner.
Serves as a staffing specialist for internal and external recruitment and placement programs on the Educator and Non-Educator DDESS Staffing Team. Provides continuing technical advice and assistance to supervisors and managers and other DDESS HR personnel in resolving difficult staffing problems for complex organizations. Applies a thorough and comprehensive knowledge of recruitment and placement principles and concepts, a sound working knowledge of other personnel fields and broad personnel management knowledge to identify, analyze and resolve problems which require the interpretation and adaptation of guides which are only partially applicable and few precedents exist. Administers in-service placement, including mandatory OPM, DoD, and DoDEA programs. Processes Request for Personnel (RPA) actions, sets pay, determines benefits and allowances, coordinates with personnel representatives in other DoD HR units to obtain management information and/or advise on recruitment or placement requirements and resolve issues or problems as they arise. Coordinates with supervisor/manager on development of rating and ranking criteria, knowledges and abilities for positions; develops and distributes vacancy announcements. Rates and ranks applicants, prepares and issues referral lists for supervisors. Administers external recruitment actions/programs, which include delegated examining through OPM, for assigned organizations. Implements special recruitment programs to attract well qualified candidates for positions where applicants are in short supply.
