MINIMUM QUALIFICATION REQUIREMENTS:
Grade 5: At least 1 year of specialized experience equivalent to the GS-04
level. Examples of such specialized experience include: performing a full range
of clerical assignments which include receiving calls and visitors; resolving a
variety of clerical problems; setting-up and maintaining extensive files;
receiving, sorting, and distributing information based on established schedule
of internal distribution processes. skill in using automated systems to produce
a variety of required documents.
EDUCATION: Bachelor's degree or Four years above high school leading
to a bachelor's degree. You must submit a copy of your college transcripts. See
the Required Documents section for more information.
Combine education and experience to qualify at the GS-05level.
To calculate, first identify the percentage of required education you have
earned (when substituting, you cannot use the first 60 semester hours that you
earned). Then identify the percentage of required experience you possess. Add
the two percentages. The total percentage must equal at least 100 percent to
qualify at the GS-05. For example, if you have 9 semester hours of
graduate level education (i.e. 50% of graduate education required) and 6 months
of creditable specialized experience (i.e. 50% of the required experience)

CATEGORY RATING: Your application will be evaluated and rated under Category Rating selection procedures. Once the application process is complete, a review of resume and supporting documentation will be made and compared against your responses to the assessment questionnaire to determine if you are qualified for this job. Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group. Please follow all instructions carefully. Errors or omissions may affect your eligibility. Qualified candidates will be assigned to a quality category. The quality categories are: Best Qualified, Well Qualified, Qualified.
Your rating will be based on both your entire application package as well as the responses to the assessment questionnaire. Applicants will be ranked based on four quality groups, as follows:
- Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
- Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
- Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group. Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group. Qualifying veterans with a service-connected disability of 10% or more will be placed at the top of the best qualified group. The best qualified group is the first to be referred to the hiring facility for further consideration and possible interview.
