JOB SUMMARY:

Position Location: AASF #1, Winder, GA. 

Permanent Change of Station: PCS is not authorized.

Relocation Incentive: Relocation Incentive is not authorized.

Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Excepted technician position of over 179 days in length will cause termination from the Selected Reserve Incentive Program (SRIP).

Type of Appointment: This is a full-time, Excepted Indefinite, dual-status position which requires Georgia Army National Guard Membership. Position is indefinite; however, may convert to permanent without further competition. If a tenured applicant is selected, tenure will not change.

Job Summary: The incumbent of this position may have been selected as an entrance level trainee for the purpose of acquiring knowledge, experience and skill necessary to move through higher trainee levels for eventual promotion to the full operating level described in the PDCN #D071100B.

Background Check:  Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Georgia National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Georgia Army National Guard Officer or Warrant Officer incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military Aircraft Pilot functions in support of programs essential to state Army National Guard daily operations, training and readiness missions.

As a member of a Georgia Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  • Performs the basic duties and has the basic responsibilities as described in the bullets below; however, assistance, guidance and support from the supervisor or co-workers is provided as required until statutory and performance requirements for advancement to the next higher level are met.
  • Directs, evaluates, and issues technical guidance to aviation units on matters pertaining to aviation training, readiness reporting, the Aircrew Training Manual and National Guard Bureau (NGB) training management and planning.
  • Serves as Aircraft Maintenance Manager and as a technical expert in the field of aircraft equipment maintenance with responsibility for coordination of intermediate and limited Depot Maintenance Programs for the Army Aviation Support Facilities (AASFs).
  • Manages the aircraft inventory for the state. Coordinates between receiving and/or losing state or facility for transfer documents, flight crew requirements, and transfer criteria for all aircraft transfers; works directly with facility Property Book Officers (PBOs) to monitor property book management.
  • Manages Physical Security Program in the SAAO and provides staff level support and assistance to physical security/operational security managers of the aviation units in the state. Conducts physical security inspections and evaluations.
  • Has staff responsibility for the Army Aviation accident prevention program, to include semi-annual safety meeting for all aircrew members.
  • Represents the SAAO at conferences and meetings.
  • In the absence of the SAAO, the incumbent serves as advisor to the Adjutant General regarding ARNG aviation matters, performs liaison between the Adjutant General and user organizations in matter relevant to aviation and aircraft maintenance.
  • Performs other duties as assigned.

General Experience: Applicant must possess experience and the appropriate pilot certificates and/or appropriate military ratings necessary for this position. My experience is sufficient to demonstrate the knowledge, skills, and abilities (KSAs) required for the position.

Specialized Experience: Aircraft Pilot GS-2181-09 (TRAINEE)

Applicant must have at least 150 hours flight time hrs in flying a single or multi engine helicopters at low altitudes and speeds over unfavorable terrain, operating from confined or isolated areas, and flying both day and night; experience flying a single or multi engine helicopters to various destinations within the regional area served, some of which are unfamiliar using instruments flight rules for the purpose of transporting passengers, supplies and/or equipment and experience assisting in the maintenance test pilot with maintenance operations check and maintenance test flights.

Specialized Experience: Aircraft Pilot GS-2181-11

Applicant have at least 250 hours flight time hrs in flying a single or multi engine helicopters at low altitudes and speeds over unfavorable terrain, operating from confined or isolated areas, and flying both day and night; experience flying a single or multi engine helicopters to various destinations within the regional area served, some of which are unfamiliar using instruments flight rules for the purpose of transporting passengers, supplies and/or equipment and experience assisting in the maintenance test pilot with maintenance operations check and maintenance test flights.

Specialized Experience: Aircraft Pilot GS-2181-12

Applicant must have at least 500 hours flight time in flying a single or multi engine helicopters at low altitudes and speeds over unfavorable terrain, operating from confined or isolated areas, and flying both day and night; experience flying a single or multi engine helicopters to various destinations within the regional area served, some of which are unfamiliar using instruments flight rules for the purpose of transporting passengers, supplies and/or equipment and experience assisting in the maintenance test pilot with maintenance operations check and maintenance test flights.

Knowledge, Skills and Abilities (KSAs):   Applicants who meet the eligibility requirements will be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.

  • Ability to fly light single- or twin-engine airplanes or helicopters primarily under visual flight rules with responsibility for such operations as ferrying the aircraft or carrying freight from one point to another.
  • Knowledge in the activities and functions of an Aviation Support Facility. 
  • Skill in utilization of aircraft in the performance of administrative, training, and tactical missions.
  • Ability to fly aircraft during day and night over all kinds of terrain and in any weather.
  • Ability to serve as pilot or co-pilot on various missions involving training, operational and/or administrative flights.
  • Ability to communicate both orally and written.


Other Requirements: For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

National Guard Compatibility:  Once an applicant is selected and prior to being placed in the technician position, the selectee must be assigned to a compatible unit/position in the Georgia Army National Guard as an   Officer or Warrant Officer in  OBR: 15; OAOC: 67J; WOBR: 15* Except 150A or 151A. Rank inversion is strictly prohibited.

Wear of the Army uniform as prescribed by AR/NGB/GA NGR is required for incumbent of this position.  Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
