MINIMUM QUALIFICATION REQUIREMENTS:
Applicants must first meet the Basic Requirements listed below:
A. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term “accounting” means “accounting and/or auditing” in this standard. Similarly, “accountant” should be interpreted, generally, as “accountant and/or auditor.”)
B. Combination of Education and Experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; -OR- (2) A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; -OR- (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked a the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.
In addition to the Basic Education Qualification Requirement, applicants must possess:
GS-11: In order to qualify for the GS-11 grade level, your resume must reflect one year of specialized experienceat, OR A Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related.
Specialized Experience for GS-11: Defined as experience preparing financial statements, reading and responding to guidance and policy for a moderately sized organization; working with an automated accounting system to develop tables, enter data, develop complex queries, and prepare reports; and participating in financial audits.
GS-12: In order to qualify for the GS-12, your resume must reflect one year of specialized experience.
Specialized Experience for GS-12: Defined as experience utilizing a complex accounting system to prepare reports for higher level management; reconciling subsidiary and general ledger accounts internally and with external data; preparing and analyzing financial reports for a large, complex organization; preparing financial reports to present results of complex analysis to varying audiences; and experience conducting financial audits.
This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable). Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in you being rated not qualified for the position.
Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.

Category rating and selection procedures will be used for evaluating this position. If you meet the basic qualification requirements, your on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified and 3) Qualified. KSA 4. Ability to communicate oral and in writing to collaborate with internal and external customers.
