JOB SUMMARY:

ARKANSAS NATIONAL GUARD 

For Onboard Technicians - This position is considered Permanent

For New Hires - This position is considered Indefinite

MILITARY GRADE REQUIREMENT:  Enlisted, Not to Exceed SSgt/E-5

NOMINATING OFFICIAL:  CMSgt Calvin Slay, Flight Services Manager

DUTY LOCATION:  189th Airlift Wing (AW), Arkansas Air National Guard (AR ANG), Little Rock Air Force Base (LRAFB), Arkansas 

MILITARY REQUIREMENTS:  This is an Excepted (Dual Status Military Technician) position that requires active membership in a compatible skill in the Arkansas Air National Guard.  Selectee must be a member of the Arkansas Air National Guard and be assigned to the 189th AW in a compatible military position in Air Force Specialty Code (AFSC) 1C0X2.  Must become compatible in the AFSC within 12 months of appointment.  Must possess or be able to obtain a Secret Security Clearance.

Interprets and administers laws and regulations regarding incentive pay and has sole approving authority to determine eligibility and entitlement to Aircrew Incentive Pay (ACIP), Career Enlisted Force Incentive Pay (CEFIP), and Hazardous Duty Incentive Pay (HDIP, (parachutist duty)) on all aviation related duties for personnel assigned to the Air National Guard unit.  Controls,and monitors the resource and training requirements of assigned rated and non-rated aircrew for mission accomplishment and safety of flight.  Develops and implements unique applications programs using base-level computers to meet the specific needs of the unit.  Performs Flight Services Specialist work within the Air Operations Division which is responsible for coordinating and maintaining liaisons with military, federal,and local agencies concerning airspace utilization, flying operations, aircraft emergencies, search and rescue operations, and natural disasters.  Performs other duties as assigned.

SPECIALIZED QUALIFICATION REQUIREMENTS: Must have at least 24 months experience in arranging or procuring transportation for personnel, cargo or freight.

PLACEMENT FACTORS:  Applicants should demonstrate through prior experience, education and training the following:  (1)  Knowledge of various aviation management programs, policies, requirements, and objectives.  (2)  Knowledge of aviation resource management principles, programs, policies, and practices.  (3)  Skill in interpreting and explaining the law and regulations relating to all facets of administering the incentive pay programs (ACIP, CEFIP, & HDIP).  (4)  Knowledge of software programs, i.e., Aviation Resource Management System, Oracle Browser, and various ad-hoc programs.  (5) Skill in evaluating the effectiveness of the program managed and in developing strategies for necessary improvements.  (6) Ability to anticipate issues of potential sensitivity that arise during the administration of the Aviation Resource Management system.  (7) Completion of a course related to the field.

OTHER INFORMATION:

This position with the Arkansas National Guard is a Title 32 USC 709 position, not Title 5, and as such has different Reduction In Force (RIF) criteria, certain grade and promotion limitations, and no Veterans Preference.  Direct Deposit/Electronic Funds Transfer of Civilian Pay is required as a condition of employment/promotion/reassignment.  Initial in-processing of new employees will include enrollment procedures.  Permanent Change of Station (PCS) may be authorized in accordance with Joint Travel Regulations (JTR).
