If selected for the position, you will:

 

Advise top Department officials on the views of the Assistant Secretary for Legislation on policy and program matters related to Medicare Parts B, C and D; determining when and in what method such matters should be brought to the attention of the Deputy Assistant Secretary (DAS), the Assistant Secretary, the Deputy Secretary and/or the Secretary;

 

Review proposed legislation in assigned program areas Medicare Parts B, C and D, analyzing such proposals in light of HHS and Administration policies and objectives, distribute such proposals to other Departmental components for the comment; gather cost estimates for the various proposals pertaining to assigned areas; formulate position and issue papers for the consideration of the Assistant Secretaries, the Deputy Secretary and/or the Secretary;

 

Negotiate changes to legislative proposals which are acceptable to involved or concerned departmental components; represent the Department's interests in meeting with Congressional staff on Departmental legislative initiatives;

 

Assist the DAS in carrying out legislative strategy that assists in expediting the Department's health legislative program through the Congressional authorizing or appropriation process;

 

Develop and maintain effective working relationship with top officials of the Department who are involved in the legislative program and process.  Represent the Department with outside groups and other agencies on issues related to health initiatives and programs.

GS-13:

 

You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal Government.  Specialized experience includes evaluating and analyzing Medicare legislations: advising senior management on legislative and congressional activities, laws, regulations, and policies that impact Medicare and other mandatory health care programs; conducting studies on Medicare legislation and legislative proposals to develop recommendations impact Medicare program operations; and preparing special projects reports, including legislative bill analysis or comparisons, health program budget analyses and impact statements.
