The Bureau for Global Health, Office of Health Systems (OHS) is the Agency's center of excellence and focal point for worldwide leadership and technical expertise in Health Systems Strengthening (HSS) in the developing world.  USAID's HSS approach ensures that people and institutions, both private and public, undertake the following core functions for health system: governance, financing, service delivery, health workforce, information, and medicines/vaccines/other technologies.    OHS is seeking an Economist to become a part of a dynamic team of public health professionals who are at the forefront of an international public health program.   In this role you will serve as an advisor and technical authority on policy, program, and implementation planning issues within the area of health economics.  Please see the "duties" section of this announcement for a description of the major job duties.  For more information on the Bureau, please click on the following link:

As an Economist in the Office of Health Systems, you will:

  • Direct or participate in geographic and central Bureau review of proposed economic projects and programs, policy, and technical input; assist Missions in carrying out analyses, feasibility studies, and project design proposals through preparation of terms of reference and making study teams available; provide project development support on the design and implementation of Bureau portfolio. 
  • Provide specialized expertise to Regional and other Central Bureaus and to Missions in designing and monitoring policies, strategies, and programs in the area of health economics; advise USAID Missions and host-country governments on new developments and the most effective approaches to health sector problems in a region or country, and articulate the benefits of interventions to effectively reach specific target audiences, from high-level government and opinion leaders to technical audiences and community groups.
  • Participate in the development of strategies, plans, program guidance, and dissemination of research results for Agency-wide application and incorporation into health sector program; contribute to formulating Agency positions on research issues.
  • Review and analyze regional and country data, in collaboration with various analytic units; provide Bureau with analyses of the effectiveness of major economic policy reform and non-project assistance interventions (including USAID and other development assistance agencies), analyses are used for policy and strategy directions and resource allocation decisions.
  • Identify significant socio-cultural and institutional issues affecting the economic area and structural adjustment in Bureau countries; formulate agenda of research and analytic needs in economic issues, leading to policy and programming guidance for application throughout the Bureau, and identify strategies for pursuing assistance through bilateral and central/regional projects.

This position has a specialized experience and an education requirement as described below:

To qualify for this position at the GS-14 level you must have at least one year of specialized experience that would be considered equivalent to the GS-13 grade level in the Federal Service.  Examples of qualifying specialized experience include: performed individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation, lead or coordinated projects and related assignments involving a staff of professional economists, made policy recommendations and established strategies for developing health system strengthening programs in developing countries that required the evaluation and interpretation of economic information.

You must meet the education requirement described below:

Degree:  economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.  -OR-

Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.
