This is a Bargaining Unit position.

Tour of Duty: Monday- Friday 7:30 am - 4:00 pm or 8:00 am - 4:30 pm

 

The Patient Aligned Care Team (PACT) Medical Support Assistant will be the first line of contact with the Veteran and must be knowledgeable on a wide variety of subjects regarding the VA. They must, at all times, remain friendly and courteous, regardless of the patient’s or visitor’s attitude or behavior. The incumbent duties cover many patient administrative functions that require prompt and expeditious action involving application of a wide variety of complex procedures and processes. The incumbent acts in the capacity of a liaison/expediter between patients and staff members as well as other services, including specialty and ancillary services. Incumbent will advise patients of any delays in the clinic schedules. Incumbent secures necessary information for entry into the database of VISTA by interviewing and registering applicants. Makes determination of legal eligibility based on service data provided by the Veteran or his/her family or availability of other military records. New applicants will be registered, dispositioned, and pre-registered. Ensures Veteran Identification Card (VIC) has been processed. Incumbent will scan all administrative data in the electronic administrative record. Means Tests will be scanned and sent to the Health Eligibility Center (HEC). Responsible for accurately determining Veterans‘eligibility by VA Form 7131, VIS, HINQ, DD-214’s, means test, telephone contact to VARO’s, St. Louis RPC, and other sources and advises Veteran and/or practitioners of Veteran’s eligibility and entitlement for care. Incumbent understands basic guidelines that pertain to travel criteria, dental services, outside referrals, TRICARE, Champ VA, and other special areas, inform ineligible applicants of their appellate rights and issues written instructions in a timely manner. Prints appointment lists on a daily basis. Transcribes orders to include tests under the CPRS menu such as lab tests, X-rays, EKGs, and pulmonary tests as required. Incumbent enters requests and schedules patient appointments in Vista for various clinics and services throughout CTVHCS. Incumbent will be responsible for entering patient information in the electronic waiting list as appropriate. Incumbent is knowledgeable of proper scanning techniques, incumbent coordinates all activities and appointments for continuity of care. Ensures patients are informed of all scheduled appointments to minimize rescheduling and no-shows. Enters no-show information for patients who fail to report for scheduled appointments and reschedules patients as ordered by the clinician. Responsible for providing clinicians with a daily list of encounters requiring completion for workload credit. Incumbent will be responsible for pre-registration for all patients who present for care. This can be completed by using the demographic check list or verbally if privacy can be maintained. Collects and enters insurance information into the Insurance Capture Buffer (ICB) used by the Consolidated Patient Account Center (CPAC). Incumbent will also scan both sides of the insurance card and send to CPAC. Incumbent ensures means test is up-to-date when applicable. Monitors patient’s enrollment information, ensuring accurate eligibility is reflected and enrollments are active. Incumbent will check patient out from clinic(s) when treatment is complete. Incumbent encounters daily and frequent personal and telephone contact with a variety of individuals including physicians, nurses, and technical support staff, Veteran and their families, and Veteran Service Office. Will screen calls and take messages as appropriate. Communication skills must be exceptional. Receives inquiries from patients concerning a variety of medical, personal, and administrative matters. Incumbent uses initiative to answer questions of an administrative nature while referring those of medical nature to professional staff. Incumbent exhibits a working knowledge of the medical center in order to provide general information and to direct customers to the proper place. Incumbent must be knowledgeable of various VA directives, Medical Center policies, and publications pertinent to patient care. Analyzes situations to determine what decisions can be made or if advice of a higher authority is needed on special problems. Must have general knowledge in eligibility criteria. Has knowledge of all service activities and operations and is able to direct and conduct the activities of this position. Incumbent functions as relief in the absence of other medical support assistants due to scheduled or unscheduled leave. Incumbent performs all other administrative functions or tasks that may be requested by the supervisor. Incumbent may be required to work a variety of established tours based on patient needs. In the performance of official duties, the employee has regular access to printers and or electronic medical records containing sensitive data. The data must be protected under the provision of the Privacy Act and other applicable laws and regulations, VA statutes and policy, and Veterans Health Services and Research Administration (VHSRA) policy.

 

The employee is responsible for(1) protecting that data from unauthorized release and from loss, alteration, or unauthorized deletion, and (2) following applicable regulations and Instructions regarding access to computerized flies, release of access codes, etc., as set out in the computer access agreement which the employee signs. BASIC REQUIREMENTS:

· U.S. Citizenship.

· Experience: Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position.

· Education: One year above high school

· Experience/Education Combination: Equivalent combination of experience and education are qualifying for an entry level for which both education and experience are acceptable.

· English Language Proficiency: Must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.

GRADE DETERMINATIONS: Grades and salaries will be determined by the Professional Standards Board (PSB).



MINIMUM QUALIFICATION REQUIREMENTS:


GS-3 MSA (Entry Level)

Experience or Education. None beyond the basic requirements.

GS-4 MSA (Developmental Level)

Experience or Education. One year of experience in clerical or office work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position or two years of education above high school.

Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below:

1. Ability to meet, communicate and interact with individuals from varying backgrounds and other health care team members in a courteous and helpful manner in order to complete job assignments.

2. Ability to use various types of office automation equipment and software.

3. Ability to set up, organize, and maintain record systems.

GS-5 MSA (Full Performance Level)

Experience or Education. One year of experience equivalent to the next lower grade level or 4 years of education above high school.

Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below:

1. Ability to operate computerized programs and databases in order to enter, modify and retrieve sensitive information/data into or from electronic medical records, scheduling systems and/or reports.

2. Knowledge of basic medical terminology.

3. Ability to make appointments in a clinical setting.

4. Ability to work independently in the accomplishment of a wide variety of duties, including setting priorities and coordinating work.

5. Ability to communicate effectively and professionally with employees at varying grade levels.

6. Ability to identify customer’s concerns, perform the tasks required to resolve the issue accurately and timely, and follow-up as necessary to ensure a satisfactory resolution.

Physical Demand: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, standing, bending, and carrying of light items such as papers, books, or small parts. Incumbent may be susceptible to eyestrain from working long hours on the computer.
