JOB SUMMARY:

As an Auditor/Teammate Coordinator, in the Office of Inspector General (OIG), Office Audit, Policy, Planning and Analysis  Division, you will manage the TeamMate application system and provide technical expertise in auditing procedures.

USAID is an independent Federal Government agency that receives overall foreign policy guidance from the Secretary of State. Our work supports economic growth and trade; agriculture and the environment; education and training; democracy and governance; global health; global partnerships and humanitarian assistance in less developed countries and countries that are experiencing or emerging from conflict. The OIG is responsible for preventing and detecting fraud, waste, abuse, and violations of law, and for promoting economy, efficiency, and effectiveness of USAID programs. The OIG is responsible for auditing and investigating USAID, the Millennium Challenge Corporation (MCC), the Inter-American Foundation, and the United States African Development Foundation. OIG is organized into four operational units: Audit, MCC, Investigations, and Management.  OIG maintains overseas offices in Cairo, Egypt; Dakar, Senegal; Manila, Philippines; Pretoria, South Africa; San Salvador, El Salvador; Islamabad, Pakistan; Kabul, Afghanistan; Tel Aviv, Israel; and Port-au-Prince, Haiti.

  • Serves as technical expert to TeamMate system users on the systems applications.
  • Implements audit measures to ensure compliance with regulatory requirements.
  • Reports and briefs senior management on teammate issues and makes recommendations.
  • Coordinates audit functions and monitors the audit process.
  • Conducts audits to determine if the agency is achieving its goals.

To qualify for this position, you must meet both the Basic Requirements AND Specialized Experience Requirements listed below.

Basic Requirements: To qualify for any Federal auditing position, you must meet the criteria described in A or B below.

A. Qualifying degree program–Possess a degree in accounting; OR possess a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting which may include up to 6 hours of credit in business law. (The term "accounting" here means "accounting and/or auditing." Similarly, "accountant" should be interpreted as "accountant and/or auditor.")

OR

B. Combination of education and experience–Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your experience must also include one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial coursework in accounting or auditing (e.g., 15 semester hours) but that does not fully satisfy the 24 semester-hour requirement in paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field (e.g., valuation engineering or financial institution examining); (b) a panel of at least two higher level professional accountants or auditors has determined that you demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above, 

AND

Specialized Experience Requirements:

GS-13: Applicants must have at least one year of specialized experience (equivalent to the GS-12 level or higher in the Federal service) that included: interpreting, applying, and adapting accounting theories, practices, methods, and techniques to independently conduct audit assignments; analyzing the capabilities of an automated auditing system and recommending changes or enhancements; and developing audit reports and presenting audit results to internal or external customers.

GS-14: Applicants must have at least one full year of specialized experience (equivalent to the GS-13 level or higher in the Federal Service) that included: developing and leading segments of computer system audits; managing the performance of an audit management automated system and resolving/troubleshooting system performance issues; providing technical assistance to system end users; and developing audit reports and presenting audit results to internal or external customers.

Foreign Education:  If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program.  For further information, click on foreign education.

Time-in-Grade: Career or career-conditional current and former Federal employees who select to apply under merit promotion procedures must have served 52 weeks at the next lower grade level of this position.
