This position is located in the Navy Special Emphasis Programs (NSEP) Section at the Naval Sea Logistics Center.  The mission is to serve as the central point of contact and technical agent for all engineering matters pertaining to the Level I/SUBSAFE (LI/SS)Stock Program and the Deep Submergence-Scope of Certification (DSS-SOC) Stock Program.  As a developmental Mechanical Engineer, you will be responsible for using your engineering and quality assurance knowledge, skills, and abilities to support the LI/SS and DSS-SOC programs, ensuring that raw material and finished items are correctly procured and certified prior to being stocked in the supply system as needed to support the maintenance, overhaul, and repair of critical systems installed in submarines and surface ships.  At the full performance level, you will be responsible for serving as a technical expert and consultant for preventing and resolving problems and issues with the design, manufacture, production, procurement, inspection, and installation of LI/SS and DSS-SOC programs material.

Your duties may include, but are not limited to:

  • Conducting engineering/technical reviews and analyses
  • Preparing technical data packages for solicitations
  • Managing and procuring material required to support shipboard systems, subsystems, and equipment
  • Addressing problems and providing solutions during the procurement and logistics support of assigned Navy weapon systems, equipment, assemblies, and sub-assemblies
  • Conducting surveys of LI/SS/DSS-SOC material manufacturers and product vendors to assess performance and compliance
  • Providing engineering and technical guidance

The Office of Personnel Management has identified the following minimum educational requirements for this position:

Successful completion of a full 4-year course of study in an accredited college or university leading to a professional engineering degree. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science of physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (3) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics

OR

A combination of education and experience – college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-In-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d)successful completion of a curriculum leading to a bachelor’s degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

 

Specialized experience for the GS-09:  In addition to the minimum educational requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.

Specialized experience must demonstrate the following:  providing mechanical engineering services associated with the design and logistics/maintenance support of systems and equipment with shore and/or shipboard applications; ensuring that material and items are correctly procured; and experience reviewing mechanical engineering drawings/specifications  OR successful completion of a master’s or equivalent graduate degree or 2 years of progressively higher level graduate education leading to a master’s degree OR a combination of graduate education and experience that equates to one year of experience.

 

Specialized experience for the GS-11:  In addition to the minimum educational requirements, your  resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.

Specialized experience must demonstrate the following:  providing mechanical engineering services associated with the design and logistics/maintenance support of systems and equipment with shore and shipboard applications; procuring material required to support shipboard systems and equipment; and experience conducting technical reviews of technical data packages for engineering projects OR successful completion of a Ph.D. or equivalent doctoral degree or successful completion of three years of progressively higher level graduate education leading to a Ph.D. degree OR a combination of graduate education and experience that equates to one year of experience.

 

Specialized experience for the GS-12:  In addition to the minimum educational requirements, your  resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.

Specialized experience must demonstrate the following:  providing technical guidance on engineering projects associated with the design and logistics/maintenance support of systems and equipment with shore and shipboard applications; conducting engineering/technical reviews and analyses; managing the procurement of material; and experience ensuring engineering projects comply with quality standards.
