JOB SUMMARY:

NEH is an independent grant-making agency of the government dedicated to supporting research, education, preservation, and public programs in the humanities.

The Office of General Counsel (OGC) provides legal advice and assistance to the NEH Chairman, NEH staff, and the National Council on the Humanities. The OGC ensures that NEH’s activities comply with a broad range of Federal laws, including Federal grants law, appropriations law, employment law, civil rights law, ethics law, and administrative law. The Office is also responsible for drafting legislation, analyzing pending bills, and managing the agency’s Freedom of Information Act (FOIA) program. The incumbent is responsible for providing administrative and legal assistance to the OGC on his/her own initiative and on the basis of brief oral or written instructions.  This includes researching legal issues, drafting legal documents, assisting OGC with meeting various Federal reporting requirements, and providing a range of other administrative and legal support to OGC staff.

  • Responsible for managing all administrative functions of OGC.
  • Responsible for conducting various research projects for OGC attorneys.
  • Provides OGC attorneys with assistance with meeting various statutory responsibilities, including Ethics, FOIA, FACA, and Section 106, by drafting correspondence, agreements, opinions, and memos; by coordinating information and filing reports for various annual reports; and by conducting data entry.
  • Assists the General Counsel in his/her capacity as Secretary to the National Council by handling a wide variety of Council-related matters.

At the GS-11 level Qualified candidates must possess:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; or 1 year of specialized experience equivalent to at least the GS-9 level.

Specialized experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.  Specialized experience includes the following:  

·         Examining and processing a variety of legal documents;

·         Analyzing and evaluating legal decisions and case files to identify relevant issues;

·         Conducting legal research concerning precedents and past court decisions;

·         Composing legal briefs, summaries of analyses and decisions, and pre-trial documents;

·         Interviewing witnesses and various individuals who can provide insight into cases under review;

·         Preparing documents to support recommendations;

·         Independently providing a full range of legal support to staff members in a law office, e.g., initiating and composing standardized legal documents; filing and accepting service of legal documents; researching and compiling information from case files and other sources;

·         Managing a law office;

·         Establishing and maintaining legal files;

·         Utilizing computer programs including Microsoft Word, Outlook or other calendar scheduling system, PowerPoint, and Excel to maintain, organize, and present information in an office setting; and

·         Familiarity with Access or other automated databases.
