DUTY LOCATION:   Indianapolis, IN (USPFO)

JOB SUMMARY:    This position is located in the United States Property and Fiscal Office (USP&FO).  Its purpose is to plan, organize, review, evaluate and supervise the work of the office and to perform analysis of supply procedures, services, directives and management functions of the branch.

This job announcement is for employment as an Indiana Army National Guard Technician; a Federal Civil Service position.  This is a dual-status technician job whereby you are required to maintain active membership in a National Guard unit and are required to wear the military uniform at the workplace.  As members of a unit of the Indiana National Guard, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year.  Indiana Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

APPOINTMENT FACTORS:  This position is a Permanent Excepted Service position.

MILITARY RANK REQUIREMENTS:   E-6 thru E-8

MILITARY SPECIALITY REQUIREMENTS:  Individuals must meet the qualifications for the technician position but will have 1 year from date of hire to be assigned to a compatible MOS in a compatible unit for the technician position advertised.

Compatible Military Assignments: 36B, 51C, 74B, 88M, 88N, 89A, 89B, 92A, 92F, and 92Y

As a Supervisory Supply Systems Analyst with the Indiana Army National Guard (ARNG), your duties will include, but will not be limited to:

  • Performs a full range of supervisory duties. Implements accepted provisions of personnel management such as equal employment, merit promotion, career development, performance appraisals, employee counseling, incentive awards and position management. Selects or contributes to the selection of subordinates. Listens to employee grievances and deals with union representatives as required. Establishes performance standards, authorizes leave and is responsible for time and attendance. Ensures adequate training is available for employees within the branch. Initiates formal requests for personnel actions. Ensures accuracy of position descriptions. Ensures a safe working environment for all employees in accordance with current safety and OSHA requirements/directives.
  • Reviews, analyzes, and interprets supply directives and procedures. Formulates and recommends operating procedures to achieve optimum support to the logistics program on matters pertaining to property accountability. Develops and provides data for property accountability of supported units/activities to the Supply Management Officer (SMO), Director of Logistics (DOL), United States Property and Fiscal Officer (USP&FO) and the Readiness Committee. Is responsible for the serialization program for Controlled Cryptographic Items Serialization Program (CCISP), Small Arms Serialization Program (SASP), and Radiation Testing and Tracking System (RATTS) for the USP&FO.  Serves as State Serialization Coordinator. Is responsible for the State STAMIS Catalog Data File, State Assigned Line Item Number (SLIN) and non-expendable Management Control Numbers (MCN).  Coordinates Department of Defense Acquisition Activity Code (DODAAC) program for the state.
  • Responsible for office logistical support programs to ensure units/activities receive guidance and assistance required to correct problems and deficiencies. Analyzes recommendations and issues written or verbal instructions to insure units achieve maximum readiness posture. Coordinates work with unit/activity representatives concerning priorities, procedures and work accomplishment. Directs and publishes procedures to unit/activity representatives for implementation/update of property management Standard Army Management Information System (STAMIS). Directs and provides written technical guidance to unit/activity representatives involving property book procedures and functions.
  • Analyzes results of property book reconciliations to determine if systemic problems exist. Analyze trends for effectiveness and efficiency. Conducts appropriate follow-up to assure deficiencies are corrected to improve undesirable conditions and accountability of equipment. Prepares budget estimates for Modified Table of Equipment/Table of Distribution & Allowances (MTOE/TDA) change considerations.
  • Coordinates with Army Material Command (AMC), Defense Logistics Agency (DLA) and National Guard Bureau (NGB) program managers to effect receipt of required equipment to support readiness objectives. Acts as the Total Package Fielding (TPF) manager for the USP&FO. Coordinates incoming major end items to support readiness objectives.
  • Coordinates system administration for the property management branch to include STAMIS security, software and hardware changes.
  • Performs other duties as assigned.
  • Incumbent may be required to prepare for and support the mission through the accomplishment of duties pertaining to military training, military readiness, force protection and other mission related assignments including, but not limited to, training of traditional Guard members, CWDE/NBC training, exercise participation (ORE/ORl/UCI/MEI/OCl/I G, etc.), mobility exercise, FSTA/ATSO exercise participation, SABC training, LOAC training, weapons qualification training, participation in military formations, and medical mobility processing within the guidelines of NGB/ARNG/ANG/State/TAG rules, regulations and laws. These tasks have no impact on the classification of this position and should NOT be addressed in any technician’s performance standards.

In order to meet the Minimum Qualifications for this Supervisory Supply Systems Analyst position at the GS-09 grade level, you must have at least 24 months of:

    • Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field.  Experience using computer and automation systems
    • Experience in managing the function of the work to be performed.  Experience which includes leading, directing and assigning work of personnel.
    • Experience, education, or training dealing with cost estimates, budgets or funding management.  Experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support.
     Knowledge, Skills and Abilities that will be evaluated for this position include:
  • Ability to direct the work of subordinate employees in accomplishing the work of the unit.
  • Practical knowledge of a wide range of well-established and commonly applied supply principles, concepts and methodologies in one or more of the technical supply specializations.
  • Ability to perform recurring kinds of assignments, operations and/or procedures in providing services and resolving issues and problems of a procedural nature in supply operations, planning or program management. Utilizes knowledge of cost, existing policies and procedures in accomplishing work assignments.
  • Ability to analyze information and trace sequence of transactions to resolve problems.


Substitution of Education for Experience:  High school graduate or the equivalent may be substituted for three months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks or substantially full-time study or 30 semester hours or the equivalent.) for 12 months of the required experience.

Permanent Change of Station (PCS) funds are not available for this position.

WORKING CONDITIONS:  Work is primarily performed in an office-like setting involving everyday risks or discomforts which require normal safety precautions typical of offices, meeting and training rooms. The incumbent uses safe work practices and observes fire regulations. The work area is adequately lighted, heated and ventilated.

PHYSICAL EFFORT: Work is sedentary and is usually accomplished while the incumbent is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal workday in connection with attendance at meetings, conferences or while researching files.
