MISSISSIPPI NATIONAL GUARD

 

NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted service position that requires membership in a compatible military assignment in the National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.  Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

 

MILITARY TECHNICIAN COMPATIBILITY REQUIREMENTS: Prior to placement in this position, the selected applicant must be assigned to a compatible position as required by TPR 303. Although conditions of employment, such as grade/rank restrictions, medical, technician compatibility, etc., are not used to determine an applicant's eligibility to apply for a position, the applicant must meet the conditions prior to appointment in the position. DUTIES AND RESPONSIBILITIES: This position is located in the ContractingDivision of the United States Property and Fiscal Office (USPFO). Incumbent is responsible for numerouscontracting transactions, such as conducting and/or participating in contractnegotiation, supply and service acquisition, and construction. Initiates contracting actions fromacquisition planning, solicitation actions, contract award, contract administration,to contract close-out. Procures avariety of supplies, services, and construction projects to include facilitymodification, rehabilitation, maintenance and new constructions.

MANDATORY EDUCATIONAL REQUIREMENTS:

Applicants must possess the following requirements for GS-07/09 level:

1. Baccalaureate degree; and

2. At least 24 semester credit hours from among the following disciplines: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization, and management.

NOTE: THIS REQUIREMENT CAN BE OBTAINED WITHIN THE DEGREE OR IN ADDITION TO THE DEGREE.

 

SPECIALIZED EXPERIENCE:  

GS-09: One (1) year of specialized experience equivalent to GS-07 level in areas as indicated below or three (3) full academic years of progressively higher level graduate or Ph.D or equivalent doctoral degree. Additionally, all applicants must have completed two (2) years of experience in contracting positions which must have equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and must have completed mandatory contracting courses for a GS-09 position.

 

 

GS-07: One (1) year of specialized experience equivalent to GS-05 level in areas as indicated below or two (2) full academic years of progressively higher level graduate educaiton, or master's or equivalent graduate degree or LL.B. or J.D. Additionally, all applicants must have completed two (2) years of experience in contracting positions which must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and must have completed mandatory contracting courses for a GS-07 position.

 

Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. Examples of qualifying specialized experience include:

 

1. Developing, preparing, and presenting terms and conditions in bids or proposals related to the award of contracts.

 

2. Negotiating and awarding contracts, contract modifications, and/or subcontracts.

 

3. Legal practice involving participation in negotiating, awarding, or administering contracts, or the analysis of procurement policies and procedures.

 

4. Administering the terms and conditions of contracts, including such aspects as preparing contract modifications, evaluation of performance under the contract, and contract termination.

 

5. Analyzing proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends evaluating economic factors, estimating production efficiencies, and evaluating methods of allocating costs through various type of overhead and general and administrative expense.

 

6. Formulating policies and procedures for the acquisition of goods or services, participating in procurement management reviews and contract clearance, or developing positions on claims and protests related to contracts.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.  You must provide proof with application of eligibility to hold appropriate military grade.
