JOB SUMMARY:

The Bureau of Indian Affairs is the lead agency for the United States in carrying on a government-to-government relationship with the tribal nations. Preference in filling vacancies in the Bureau of Indian Affairs is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25 USC 472).  Verification Form BIA 4432 must be submitted with the application if claiming Indian preference.

 

This is a TERM appointment not to exceed (NTE) one year with the possibility of an extension for up to a total of four years. 

 

This position is located in the Department of Interior, Bureau of Indian Affairs, Trust Services, Acquisition Center.

 

Location and Salary Information: First time hires to the Federal government normally start at the lower salary range of the grade level.

 

Albuquerque, NM;

GS-05 $31,315 - $40,706 per annum.  GS-06 $34,907 - $45,376 per annum. GS-07 $38,790 - $50,431 per annum.   

 

Minneapolis, MN:

GS-05 $33,181 - $43,131 per annum.  GS-06 $36,986 - $40,079 per annum. GS-07 $41,101 - $53,435 per annum.  

 

The position has a full performance level of GS-07.

Relocations expenses will not be paid.

 

DRIVING RECORD REQUIREMENT: The incumbent is required to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver’s license is required.  The incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.

 

TEMPORARY OPEN CONTINUOUS RECRUITMENT: Applicants are encouraged to apply early in the recruitment process. Major Duties

As experience is gained, the selectee(s) will perform a broader range of assignments under less supervision. At the full performance level of GS-07, the major duties will include, but are not limited to:

·         Serve as an assistant to the Realty Specialists assuming a variety of technical and administrative duties

·         Communicate with beneficiaries/lessees/other land owners and interested parties about the process options, documentation, and other needs that may be associated with conveyance activities.

·           Accept requests for conveyance-associated activity

·         Work with automated systems to verify ownership and monitor activity.

Qualifications

 

To qualify for the GS-5 level, all applicants must possess:

 

A. Specialized Experience: At least one full year of specialized experience at or equivalent to at least the next lower grade level (GS-4). Specialized experience is defined as demonstrated experience:  answering phones and directing inquires to the appropriate person; assist with proofreading correspondence and processing data entry material, using and maintaining a filing system.

OR

 

B. Education: Four full academic years (120 semester hours) beyond high school at an accredited institution. Or a combination of education and experience that totals 100% of the required specialized experience. The equivalent of 30 semester hours or 45 quarter hours (accrued beyond the second year of courses after high school) is equivalent to 6 months of specialized experience.

OR

 

C. Combination: A combination of education and specialized experience that totals 100% of the requirement for the GS-5 grade level.

 

NOTE: If you are substituting education for specialized experience, you must submit your transcripts with your application to verify the education. Failure to submit your transcripts will result in you receiving an “Ineligible Rating.”


To qualify for the GS-6 level, all applicants must possess:

 

Specialized Experience: At least one full year of specialized experience at or equivalent to at least the next lower grade level (GS-5). Specialized experience is defined as demonstrated experience: assisting in processing requests, preparing correspondence, maintenance of logs and categorizing files or documents to aid in the delivery of documents or files to the appropriate file format.


To qualify for the GS-7 level, all applicants must possess:

 

Specialized Experience: At least one full year of specialized experience at or equivalent to at least the next lower grade level (GS-6). Specialized experience is defined as demonstrated experience: typing and maintenance of logs and data sheets, and processing of conventional realty transactions in accordance with well-developed rules, regulations, policies, procedures or instructions.


SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

OTHER:  Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver’s license is required.

U.S. citizenship is required.  Appointees are required to provide verification of citizenship and employment eligibility.

HOW YOU WILL BE EVALUATED:

Information Management – Stores, organizes, and maintains multiple formats (including automated systems of record) of data in a usable condition; assures information is readily available; disseminates information effectively and securely.
