This position is located in Food and Drug Administration (FDA), Center for Drug Evaluation-and Research (CDER), of New Drugs, Immediate Office, Program Management and Analysis Staff.

Duties

 

Formulates the operating budget which is derived from multiple funding sources and

addresses normal operating activities. Presents the budget ensuring that all of the serviced

organization's budget plans reflect program objectives, priorities, commitments and a variety

of administrative controls and established limitations. Attends meetings to discuss

justifications for budget increases, recommendations for resource allocations/reallocations,

and resource priorities.

Interprets travel regulations for the various situations encountered. Provides travel budgetary

information for management and prepares travel reports, as requested. Serves as

administrative liaison on travel for serviced personnel.

Provides for the overall administrative management for the organization. Develops, initiates,

and implements administrative policies and procedures for assigned areas of responsibility.

Reviews and analyzes administrative directives and policies to determine impact. Discusses

pertinent issues with operating personnel to determine the impact on current operations.

Recommends the establishment of, and prepares administrative policies and procedures for

implementation throughout the serviced organization. Provides advice and guidance on the

interpretation and application of administrative directives and instructions.

Develops strategic long-range planning. Analyzes plans to determine the impact on

administrative processes and the feasibility of making modifications to accomplish mission

requirements.

Based on day-to-day observations, analysis of work processes, and special studies evaluates.

program operations; identifies problems, inefficiencies, and potential problems; and develops

recommendations for solutions. Provides advice and guidance for improvements and

anticipates potential areas of concern or questions that should be addressed when making

recommendations. Develops recommendations and implements new or modified guidelines,

work processes and operations in order to improve the effectiveness, efficiency, or timeliness

of work processes and information dissemination.

Works on a variety of special projects where multiple functions are involved and no one

element has complete responsibility. Coordinates actions, clarifies responsibilities and

timelines for completion. Consolidates data as necessary and reviews to ensure

accomplishment of objectives, timeliness, and acceptability.

Advises and guides staff for improvements and anticipates areas of concern. Often, projects

.have nationwide impact and require detailed study, compilation and analysis of facts,

development of plans, and extensive coordination with other staff activities prior to

presenting plans to the Director for approval.
