Organizational Location: This position is located in the Department of Homeland Security (DHS), U. S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) and serves in an immigration detention facility. Locations are in Eloy, AZ, Jena, LA, and Port Isabel, TX.

As a Medical Officer (Clinical Director) within the ICE Health Service Corps, you will provide direct medical care and supervise the provision of medical care for detainees in ICE custody. You will collaborate with the Deputy Assistant Director, Clinical Services/Medical Director and other senior staff for the Enforcement Health Service Corps (IHSC) detention facility. The Clinical Director is responsible for the clinical care provided at the facility. Duties include supervising the Staff Physician (if applicable) and mid-level providers, evaluating patient care through an ongoing quality assurance program that identifies problems and their resolution, providing training and mentoring to health care staff, and to be directly involved with the evaluation and treatment of severely ill and medically complex patients. Performs all duties in accordance with current accepted medical practices and procedures. Specifically, you will:

  • Serve as the Clinical Director by providing services to outpatients and providing medical care to inpatients in facilities with ah short stay unit;
  • Conduct physical examinations, initial and follow-up assessments for acute and chronic medical conditions;
  • Examine and order appropriate diagnostic testing and provide necessary treatment and/or medications as required; 
  • Administer or direct administration of both curative and preventative inoculations; and
  • Provide clinical oversight to ensure proper evaluations and treatments are carried out and documented, proper maintenance of medical records, preparation of reports, and actively participate in Health Services medical in-service programs.

GS-15: You qualify at the GS-15 level if you possess one year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-14 grade level. Examples include experience that demonstrates an in-depth knowledge of and experience in clinical information systems, system support options, and the practice of medicine to effectively manage, execute, and apply complex medical requirements as identified by medical professionals; developing objectives and providing oversight over the development of medical specific applications; ensuring that information systems that support the clinical practice of medicine are appropriate and enhanced to take advantage of new technology; utilizing various venues (e.g., clinical and technology forums, societies, regulating bodies, etc) to assist in improving and expanding the use of appropriate information technology in a clinical setting; and providing oversight and expertise for the development and maintenance of a robust, geographic dispersed electronic medical record; and developing and executing short range and long-range strategic plans for medical informatics.

BASIC REQUIREMENT: Doctor of Medicine or Doctor of Osteopathy degree from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicants graduation; or A Doctor of Medicine or equivalent degree from a foreign medical school which provided education and medical knowledge substantially equivalent to accredited schools in the United States. Comparability may be demonstrated by permanent schools in the United States. Comparability may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) or a fifth pathway certificate for American students who completed premedical education in the United States and graduate education in a foreign country. A COPY OF YOUR DOCTOR OF MEDICINE DEGREE, CURRENT LICENSURE AND CERTIFICATIONS ARE REQUIRED WITH YOUR APPLICATION SUBMISSION.

Requirements:

All qualified employees will undergo a credentialing process prior to employment with the IHSC. This process includes validation of medical examinations, education, internship and residency.

Conditions of employment:

Licensure: For positions involving patient care, candidates must have a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. The license must be maintained in a permanent, full, and unrestricted status during the term of employment. Continuing education requirements must be met as required for licensing and board certification maintenance.

Board Certification: Board certification in family medicine, internal medicine, or related primary care specialty is required to maintain employment. Upon entry on duty, the employee should submit a copy of their requisite American Board of Medical Specialties (ABMS) or American Osteopathic Association (AOA) board certification. To continue employment, board certification(s) must be renewed and continuing medical education requirements must be maintained based on the requirements of the relevant specialty board.

CPR Certification:The employee must possess and maintain CPR and BLS certification with either the American Red Cross (CPR/AED for Professional Rescuers and Health Care Providers) or American Heart Association (Basic Life Support for Healthcare Providers).

Probationary Period: You may be required to serve/complete a one-year probationary period.

Shift Assignment: The facility is operational twenty-four hours a day, seven days a week. This job requires regular and recurring overtime and rotating shiftwork work. You must be available for such assignment.

English Language Proficiency: Physicians, including residents, appointed to direct patient-care positions must be proficient in spoken and written English.
