Plans and administers projects or programs, including scheduling and layout of operations, planning for budget and cost requirements, and inspection and surveillance of materials, methods, and equipment used in testing, evaluation, and applications. Organizes, schedules, coordinates, and facilitates the timing, sequence, quality, quantity, and issues related to all such projects and work requests.

Formulates, presents, executes, and analyzes organizational budgets. Provides analysis of significant financial management issues.

Performs tasks related to the administrative management of an organization. This includes activities such as interpreting administrative policies, developing and implementing organizational policies, defining administrative requirements, and/or providing advice to management on related issues.

KNOWLEDGE, SKILLS, AND ABILITIES:

Ability to communicate effectively other than in writing.

Ability to provide advice and guidance to managers related to administrative functions within an organization, including human resources, budgeting/finance, and contracting/procurement.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Grade 04: Qualifying experience for the FP-04 level includes one year of specialized experience at least equivalent to the FP-05 or GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are: Performed administrative management functions that serviced and/or fulfilled a number of organizational requirements and independently planned and prepared reports or other working documents related to complex program issues.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the FP-04 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

Grade 03: Qualifying experience for the FP-03 level includes one year of specialized experience at least equivalent to the FP-04 or GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are: Served as an expert on budgeting and financial management issues for an organization and developed computation programs for the mathematical analysis of complex physical problems.

Grade 02: Qualifying experience for the FP-02 level includes one year of specialized experience at least equivalent to the FP-03 or GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are: Developed financial management controls for agency programs and directed highly complex evaluative studies to assess and/or improve agency-wide administrative systems and/or services for key agency programs.

This is an Excepted Service Appointment. Initial appointments to the Peace Corps are normally for 60 months (5 years). Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees. A background security investigation will be required for all hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
