The Bureau for Global Health, Office of Population and Reproductive Health, Research, Technology, and Utilization Division (GH PRH RTU) is responsible for providing strategic direction, technical leadership and support to field programs in population, voluntary family planning and related reproductive health.  It manages international programs that advance and apply state-of-the-art technologies, expand access to quality services, promote healthy behaviors, broaden contraceptive availability and choices, and strengthen policies and systems to address family planning and reproductive health needs in developing countries.   GH PRH RTU is seeking a Health Science Specialist to work under the direction of the Division Chief and who will further the efforts of the Division.  Please see the major job duties described under the "Duties" section of this announcement.   For more information on the Bureau For Global Health please click on the following link: http://www.usaid.gov/who-we-are/organization/bureaus/bureau-global-health.

As a Health Science Specialist in GH PRH RTU you will:

  • Provide technical guidance and leadership for program development, review and coordination in research on contraceptive and multipurpose prevention technologies conducted through USAID-supported grantees and contractors (cooperating agencies). 
  • Review research proposals submitted for USAID funding and make recommendations that are accepted as authoritative with respect to the qualifications of the investigators and the design, methodology and budget of the proposals submitted/reviewed.  Consult with potential grantees/contractors regarding technical design and organization of proposed programs/activities and recommend alternatives when needed.
  • Monitor ongoing grants and contracts to assure that grantees and/or contractors are implementing programs/activities in accordance with scientific and ethical standards.
  • Serve as one of the Agency's primary resources in providing up-to date and authoritative information on research undertakings in the U.S. and abroad in the areas of reproductive biology and contraceptive and multipurpose prevention technologies development, including technical, programmatic, cultural, political and policy aspects.
  • Represent USAID in technical and policy discussions with leading scientists and officials of scientific institutions in the public, private and commercial sectors in the U.S. and abroad.
  • Brief senior U.S. and developing country policymakers and program managers on contraceptive and multipurpose prevention technologies, research and development of improved and new methods, and programming issues related to these technologies.
  • Perform on-site visits to research facilities including those located in developing countries.  Serve as an Agency representative on expert technical committees to assess the scientific quality and validity of ongoing biomedical research, and to plan future approaches and priorities.

To qualify for this position at the GS-14 level you must have at least one year of specialized experience equivalent to the GS-13 grade level in the Federal Service.  Examples of qualifying specialized experience include: Within an international family planning and reproductive health program--provided technical advice and guidance on programmatic and policy matters related to contraceptive and multipurpose prevention technologies (MPTs) in developing countries; served as a technical advisor who reviewed, monitored and made recommendations pertaining to grants related to contraceptive technologies and MPTs; experience in biological, epidemiological, and clinical work related to contraceptives and MPTs; stayed abreast of relevant policies, research, strategies and best practices as the subject matter expert in contraceptive and MPT technology development and introduction in developing countries; represented an organization or agency at inter-agency and/or inter-organizational meetings to further research and the effective application of scientific findings that improved and/or coordinated efforts of contraceptive and MPTs technologies.


Degree: Successful completion of a full 4-year course of studying in an accredited college or university where the major study was in an academic field related to the health sciences or allied sciences appropriate to the work of the position.

This position requires occassional travel to developing countries where there may be exposure to moderate risk during program/project country visits.

CATEGORY RATING: Candidates who meet the basic qualification requirements for this vacancy will be rated according to Category Rating Procedures. This means that candidates will be assigned to a pre-defined quality category based on their application and veteran’s preference. For this scientific position, only candidates in the top-tier quality category will be referred to the hiring manager.   Qualified veterans will be placed ahead of other applicants within the category to which they are assigned based upon the rating of their application. There are three quality categories: Gold (100-90), Silver (89.99-80), Bronze (79.99-70). The Gold category represents the most highly qualified individuals.
