JOB SUMMARY:

The Office of the Secretary (OST) oversees the formulation of National transportation policy and promotes intermodal transportation. Other responsibilities range from negotiation and implementation of international transportation agreements, assuring the fitness of US airlines, enforcing airline consumer protection regulations, issuance of regulations to prevent alcohol and illegal drug misuse in transportation systems and preparing transportation legislation.

This position is a Procurement Systems Analyst in support of the Associate Director for Integrated Systems Management and Reporting.  As such, the employee completes work assignments in coordination with the Associate Director for the Division; establishes schedule for projects within the general time frame given and reports on the progress of activities or initiatives. The employee provides support consistent with the overall strategy as it relates to capital planning, business case development, functional and systems architecture, and information assurance.

DOT is looking for a seasoned professional, motivated and self-reliant who can share their expertise in leading procurement system modernization efforts.  Provide guidance and support to customers across all phases of the Procurement System Modernization implementation lifecycle (Planning, Preparation, Cutover, Stabilize, and Operate). Have experience leading a business transformation effort to include demonstrated knowledge and success communicating and preparing the workforce to implement, use, and support new automated business solutions. Preferred, but not required, for the applicant to be Federal Contracting’s Representative (COR) certified, Program Management Certified and Federal Acquisition Certification in Contracting Level 1 (or achieve certification within 6 months of date of hire).

As a Procurement Systems Analyst in the Integrated Systems Management and Reporting division, you will be responsible for:

  • Coordinating and providing training to Operating Administration representatives as required. 
  • Managing the operation of a Level 2 help desk functions in support of the program and deploying/deployed customers.
  • Facilitating working level procurement system design and development teams to ensure the broadest consideration of agency-wide business and automation requirements. 
  • Managing the overall program Integrated Master Schedule (IMS).  Implements strategic planning and oversees execution of implementation, workforce preparation and support services activities.
  • Leading a team responsible for maintaining enterprise configuration, standard work instructions and operating procedures. Providing extensive knowledge and guidance of automated procurement management (requisition, contract solicitation/award, and reporting) information system characteristics, procedures, and controls that apply to acquisition programs and functions sufficient to clearly define specifications and evaluate options for the integration and consolidation of previously isolated organization unique processes and systems.

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the  experience qualifications for the grade at which you are requesting consideration.

LEVEL To qualify, you must have at least one year of specialized experience equal or equivalent to the following:
GRADE 14
  • Experience leading interdisciplinary teams to define and manage the procurement systems modernization implementation plan, training approach, help desk, and customer communications across all phases of the implementation lifecycle (planning, cutover, stabilization, and operation).
  • Experience in the implementation, workforce preparation, operational support and communications of an automated procurement acquisition system.

MANDATORY EDUCATION REQUIREMENT:

1.  Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND

2.  A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

3.  Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

4.  Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
