**Position based upon availability of funds, not to exceed completion of project or one year (whichever occurs first). This appointment may be extended up to a maximum of one additional year for a total of two years upon approval of the Human Resources Office.

DUTY LOCATION: 189th Airlift Wing (AW), Arkansas Air National Guard (AR ANG), Little Rock Air Force Base (LRAFB), Arkansas
MILITARY REQUIREMENTS: This is an Excepted (Dual Status Military Technician) position that requires active membership in a compatible skill in the Arkansas Air National Guard. Selectee must be a member of the Arkansas Air National Guard and be assigned to the 189th AW in a compatible military position in Air Force Specialty Code (AFSC) 6F0X1. Must become compatible in the AFSC within 12 months of appointment. Must possess or be able to obtain a Secret Security Clearance.

Performance of the following duties correlate to the management and oversight of the congressionally mandated Financial Improvement and Audit Readiness (FIAR) requirements and focal point at the ANG Wing. Executes assigned duties in compliance with A-123 and FIAR Guidance. Assists in the development of management plans that document business and financial environment, defines and prioritizes processes into assessable units, assesses risks and tests controls, evaluates supporting documentation, and identifies weaknesses and deficiencies. Performs detailed analyses for the FIAR program for the assigned ANG Wing. Develops, coordinates, and issues technical FIAR guidelines and instructions for the inspection of operational and support programs and systems at the installation level. Develops program initiatives to ensure FIAR requirements are met. Provides theComptroller with guidelines for all program initiatives to ensure financial validity of internal controls for financed and non-financed programs. Coordinates with unit subject matter experts (SME) and provides technical advice on future FIAR requirements. Responsible for compliance with management and coordination of audit readiness internal controls and supporting documentation evaluation requests for information from higher headquarters within the required suspense dates. Serves as the Wings FIAR Program Manager and analyst responsible for review and oversight of FIAR requirements and will assist with related issues pertaining to the Management Control Plan (MCP). Oversees the development and execution of an ANG FIAR sustainment program and ensures alignment of the ANG sustainment procedures with the Air Force A-123 program. Performs other duties as assigned.

SPECIALIZED QUALIFICATION REQUIREMENTS: Must have atleast 36 months experience which includes a comprehensive knowledge of planning, programming, budgeting, and executing regulations, guidelines, and processes.
PLACEMENT FACTORS: Applicants should demonstrate through prior experience, education and training the following: (1) Knowledge of analytical and evaluative techniques to conduct a variety of management studies in the FIAR program and its objectives. (2) Knowledge of administrative regulations and operating procedures to perform management studies, identifies potential problem areas, and recommends changes in existing management systems or operations. (3) Knowledge of management principles and organizational theory, techniques, procedures, and regulations. (4) Skill in preparing and presenting findings and recommendations. (5) Skill in application of fact-finding and investigative techniques; oral and written communications; and development of presentations and reports. (6) Completion of a course related to the field.
