The El Paso VAHCS is part of VISN 18 Network, and is a standalone ambulatory care facility with over 600 employees and growing. We are an out-patient clinic with working hours from 8:00 am to 4:45 pm, Mondays through Fridays.

Note:  The full performance level of this vacancy is GS-13.  The actual grade at which an applicant may be selected for this vacancy is GS-13.  The Professional Standards Board (a peer-review group) will review the selected candidate’s education and experience and recommend the grade and step at which the candidate will be placed.  The salary is based on the grade and step approved for the selected candidate.

The incumbent serves as the Supervisor for the Mental Health Clinic Programs at El Paso VA Health Care System. This position reports directly to the Chief, Mental Health Service. Responsibilities are complex in scope, involving administrative management of  the Program, supervision of multidisciplinary staff, coordination of all program elements, quality improvement monitoring and data collection, and accreditation. The Mental Health Clinic programs are customer-service oriented, meeting a variety of emotional, psychological, behavioral, interpersonal, and social needs of patients. These services contribute significantly to the level of health care provided by this agency. Decisions are made exercising very wide latitude and independent judgment.

Due to the fact that this position will be a supervisory position, we will only consider those applicants who qualify at the full performance level.

 

BASIC REQUIREMENTS:   

  • U.S. citizenship.  Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.   
  • Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA) (the specialty area of the degree must be consistent with the assignment for which the applicant is to be employed).
  • Have successfully completed a professional psychology internship training program that has been accredited by APA.
  • Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.  There is an exception to the licensure which states: “The Secretary may waive the requirement of licensure for an individual psychologist for a period not to exceed 2 years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is so licensed. Non-licensed psychologists who otherwise meet the basic requirements may be given a temporary appointment as a graduate psychologist under the authority of 38 U.S.C. § 7405 (a) (1) (D). Failure to obtain licensure during that period is justification for termination of the temporary appointment. This may result in termination of employment.

GRADE DETERMINATIONS:

GS-13:  Must meet the Basic Requirements and have a full, unrestricted license in addition to having two years of professional experience and meet the following KSAs:

1) knowledge of, and ability to apply, advanced professional psychological theories and techniquest to the full range of patient populations,
2) ability to provide professional advice and consultation in areas related to professional psychology and behavioral health, and

3) knowledge of clinical research literature.

Physical Requirements: Light lifting (under 15 pounds); light carrying (under 15 pounds); straight pulling (2 hours); reaching above shoulder; walking (2 hours); standing (2 hours); repeated bending (2 hours); near vision corrected to 13" to 16"; far vision correctable in on eye to 20/20 and 20/40 in the other; and hearing (aid permitted).
