MILITARY TECHNICIAN VACANCY

AREA OF CONSIDERATION:  All members of the New Mexico Army National Guard.

POSITION LOCATION:  Army Aviation Support Facility, Joint Force Headquarters, New Mexico Army National Guard, Santa Fe, New Mexico.

POSITION DESCRIPTION:  D0874000.

POSITION POTENTIAL:  The top grade of this position is WG-10.  This position is also being advertised at the WG-08 level to provide additional competition.  Upon meeting all legal and regulatory requirements, and upon recommendation of the supervisor, an individual selected at the WG-08 level may be promoted to the target grade of WG-10 level without further competition.

LOWEST PAY GRADE ACCEPTED:  Applicants must indicate on their application the lowest pay or grade that will be accepted.

The purpose of this position is to repair, inspect, maintain, modify, overhaul and install a variety of avionics electronics equipment of moderate complexity of design, construction, and function.  Diagnoses equipment malfunctions and troubleshoots components, assemblies or subassemblies.  Removes and replaces defective or malfunctioning parts, including transistors, diodes, resistors, capacitors, and switches.  Troubleshoots aircraft wiring harnesses and connectors and repairs by replacing wires, junction boxes.  Installs equipment in the aircraft and completes operational tests.

BASIC QUALIFICATION REQUIREMENTS:  The basic qualification requirements are indicated below.  These qualification requirements must be met, in addition to any military requirements, in order to be found qualified for and selected to this position.

GENERAL EXPERIENCE:  Experience, education or training which demonstrates the knowledge of electrical or electronic theory, knowledge of common testing procedures, skill in the use of hand tools of the electronics trade and skill in reading schematics.

SPECIALIZED EXPERIENCE (Prepare written justification to the following KSAs as an attachment to your resume/application):

1. Knowledge of operating electronic principals such as micro-miniaturized digital and solid state integrated circuits, transistors, diodes, antennas, signal transmission, oscillation, and amplification.

2. Knowledge of standard troubleshooting techniques in order to troubleshoot and repair malfunctions where circuit theory must be used to understand the operation, not only of individual circuits but also the interaction of other circuits.

3. Skill in determining repair procedures and parts required to complete repair work, use special and common hand tools, power tools and gauges to complete repairs and malfunctions.

4. Skill in reading and applying technical manuals and bulletins, work orders, customary trade practices, and electronics drawings and schematics for guidance in completing diagnostic and troubleshooting tasks and knowledge of the Army Maintenance Management System (TAMMS) and other publications or directives as may be applicable to the function.

5. Skill in using a variety of test equipment such as oscilloscopes, frequency counter, signal generators, voltmeters, multimeters and specialized test sets to diagnose and troubleshoot malfunctions.

6. Knowledge of aircraft electrical systems and their interrelationship with hydraulic, armament, avionics, instrument, environmental control, and mechanical systems and assemblies.

QUALITY AND TYPE OF EXPERIENCE:  The required amount of experience/education will not in itself be accepted as proof of qualification.  The quality, type and scope of the experience/education must be of such nature as to demonstrate that applicants are fully qualified to perform the duties at the level for which they apply.

DOCUMENTATION:  Applicants must explain in detail, in the application, how the specialized experience was acquired, including applicable dates.  Applicants should include, with application, any training completion certificates/transcripts in the areas covered in the KSAs.

EDUCATION SUBSTITUTE:  Military education, related to the position, may be substituted for specialized experience on a day-for-day basis for qualification at the WG-08 level.  Certificates/diplomas must be submitted with application for award of credit.  Civilian education, above the high school level, may be substituted for specialized experience on a case-by-case basis.  Transcripts or equivalent must be submitted for award of credit.

APPOINTMENT REQUIREMENTS:  Excepted Civil Service.  Individual selected must be assigned to an enlisted position in the New Mexico Army National Guard.  Individual must wear the uniform as prescribed by National Guard Bureau policies and the Adjutant General of New Mexico.  Employment is contingent upon successful completion of a pre placement physical examination.

HOW YOU WILL BE EVALUATED:

EVALUATION METHOD:  All applicants will be initially screened against mandatory qualifications.  If more than ten applicants are qualified, applicants will be evaluated on the basis of relevant experience, training and education, awards, and performance appraisals to determine the ten best qualified.  Rating and ranking to determine best qualified will be conducted by a panel of representative who have technical expertise in the career field of the position being filled and a staff representative of the Human Resources Office.  The evaluation will be based on the knowledge, skills, and abilities (KSAs) considered necessary for successful performance in the position.  Once the application process is complete, a review of your application will be made to ensure you meet the job requirements.
