Are you a successful human capital management professional with innovative ideas and a passion for improving human capital programs in the Federal Government? Do you enjoy sharing your ideas with a team and working collaboratively to develop solutions that satisfy myriad drivers and stakeholders? Can you think critically and apply your enthusiasm and human capital management expertise to develop strategies and action plans to align human capital initiatives with agency performance goals and mission? If so, you may be an ideal candidate to join our team. Team members support the Chief Human Capitol Officer (CHCO) and the Director of Human Resource Management by representing NSF in interactions with the Office of Personnel Management (OPM), the Office of Management and Budget (OMB), the Office of the Inspector General (OIG), and other external stakeholders. Team members also participate on inter- and intra-agency strategic human capital management working groups and provide advice and guidance to management around the Foundation. As part of your strategic human capital management portfolio, you will lead initiatives related to employee engagement, diversity and inclusion, human capital planning and accountability, organizational development, workforce planning, succession planning and resource allocation. Major duties will include:
- conducting analysis and briefing agency leadership regarding new laws, regulations and initiatives from the Executive Office of the President (EOP), OPM and OMB to determine human capital management effects on the agency;
- working with NSF senior leadership to solve complex problems on a variety of short- and long-term projects spanning the human capital management system: human capital management strategy, workforce analysis, recruitment and outreach, staffing, employee development, and performance management and incentive programs;
- leading teams/work groups and managing projects and studies of considerable scope and depth critical to the resolution of agency operating challenges, including leading teams of NSF staff and/or contractors analyzing and evaluating interrelated issues of effectiveness and efficiency of human capital programs, organizational work operations, job structures, realignments and resource utilization throughout NSF;
- analyzing and evaluating the effectiveness of human capital management programs in meeting NSF mission, goals and objectives by utilizing proven and innovative quantitative and qualitative approaches;
- advising NSF leadership on the development, implementation and administration of long-range human capital management plans, goals and objectives;
- researching and investigating new or improved business and management practices, and developing criteria to evaluate the effectiveness of NSF human capital management programs, agency organizational structures, and human resources functions;
- collaborating with agency management to employ change management concepts, processes and techniques such as strategic planning and workforce development;
- conducting focus groups, facilitating group decisions, and developing other techniques/methods necessary for organizational assessment and change management;
- developing narrative reports for internal and external stakeholders that articulate agency successes and challenges related to human capital management;
- identifying and developing data required to plan, implement, manage and/or evaluate agency-wide human capital management programs;
- analyzing management information requirements needed to develop reporting systems, including analyzing system specifications, data gathering protocols, data, analytical techniques and systems evaluation methodology; and
- analyzing proposed legislation or regulations to determine potential impact on agency program operations and resources, and delivering findings from that analysis to stakeholders.

To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 in Federal service. Examples of such experience include: planning, scheduling, and conducting projects and studies to assess the effectiveness and efficiency of program operations; establishing criteria to measure and/or predict the attainment of program or organizational goals and objectives; developing administrative regulations, such as those governing the allocation and distribution of personnel, supplies, equipment, and other resources.
Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
