THIS POSITION IS DEVELOPMENTAL FROM GG-1101-07 TO TARGET GG-1101-12, INCUMBENT MAY BE PROMOTED TO TARGET GRADE WITHOUT FURTHER COMPETITION, PENDING COMPLETION OF ALL TRAINING AND REGULATORY REQUIREMENTS ARE MET PRIOR TO PROMOTION.  

 

This is a GG-07 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-07 duties for the "Professional" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-07 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

·         This is a developmental position with known promotion potential through interim levels to the target position to Acquisition Management Specialist, GG-1101-12, thru the intervening grades of GG-1101-09 and GG-1101-11.   The incumbent may be non-competitively promoted to the next grade level subject to satisfaction of the following conditions:

·         The incumbent will receive formal, informal, and/or on-the-job training in order to complete developmental assignments.  Assignments at this level are designed to provide the KSA’s required to successfully perform at the interim performance (GG-09) grade level.  Non-competitive promotion to the next grade level is dependent upon: 1) satisfactory completion of the training requirements, 2) demonstrated ability to perform the duties at the next higher grade level, 3) fulfillment of all OPM legal and regulatory requirements for promotion, and 4) recommendation for promotion by the supervisor.

·         Receives development assignments in the development of acquisition plans, strategies, and procedures necessary to obtain material and technical support while meeting cost, schedule, and performance requirements.

·         This is a developmental position with training and guidance provided for career progression.  The incumbent works closely with the supervisor in performing duties in a developmental capacity.  Incumbent performs the duties and responsibilities in assigned area of work.

·       Performs Quality Assurance Personnel (QAP) duties to provide surveillance, inspection and acceptance of contractor services and deliverables per Air force regulations and policy.

·      Identifies and tracks funds allocated to multiple contracted efforts.

·      Maintains a library of all program documentation and correspondence and provides the contracting officer and other acquisition and/or government agencies access to files as necessary.

 

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems.  To be creditable, your resume must further reflect specialized experience, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of this position.    Examples of creditable experience include:  Understanding services acquisition planning and required considerations: requirements development and management, acquisition planning, solicitation and contract award, risk management, contract tracking an oversight, and performance evaluation.

Education:  One full year of graduate level education or superior academic achievement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1. Basic understanding of the Defense Acquisition System, associated DoD 500 series directives, and the Joint Capabilities Integration and Development System (JCIDS).

2.  Understand services acquisition planning and required considerations: requirements development and management, acquisition planning, solicitation and contract award, risk management, contract tracking an oversight, and performance evaluation.

3.  Must understand how to identify and prevent unethical conduct and instances of fraud, waste and abuse.

4.  Skill in gathering, assembling, and analyzing facts; identifying changes, trends, and problems; applying analytical and evaluative techniques; drawing conclusions; and devising solutions to problems or issues of a procedural or factual nature.

5.  Oral and written communication skills for effective working relationships, interaction with customers, and exchange of information.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

·         This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examinations and/or tests that are necessary to retain and security clearance and any special accesses required by the position in accordance with AFI 36-1101.

·         Position is designated critical-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI).

·         This position has been designated by the Air Force as a Testing designated Position (TDP) under the Air Force Civilian Testing Program.  Employee must pass initial and periodic short notice drug testing.  Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal.

·         Must have Defense Acquisition University or equivalent training prerequisites completed for DoD Contracting Officer Representative (COR) certification.

·         This position is Acquisition Category A level 1 and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.

·         Employee is expected to meet Continuing Acquisition Education requirements.

·         Employee is required to submit an initial and annual OGE-450 Form (Confidential financial Disclosure Report) in accordance with Code of Federal Regulations.

·         The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.  The employee may be required to travel by military or commercial aircraft in the performance of temporary duty.
