JOB SUMMARY:

The mission of the Natural Resources Conservation Service is to serve as the nation's lead agency for natural resource management and soil and water conservation on private lands.  http://www.nrcs.usda.gov/

This is for Status Candidate and those with Special Hiring eligibility.  All applicants eligible for this announcement are also eligible to apply to the "All Sources" announcement (WV-13-907776-DB) that runs concurrent with this vacancy.   This position is located in the Natural Resources Conservation Service (NRCS) State Office, Morgantown, West Virginia.  Incumbent will serve as the Secretary to the State Conservationist and the Leadership Team providing administrative management and executive level assistance in the day-to-day operation of all NRCS program areas. 

Relocation expenses are not authorized.

·        Actively assist with the management of the State Office and State Leadership Team by performing administrative functions. 

·        Serve as confidential assistant to the State Conservationist and State Leadership Team members.

·        Maintain supervisor’s calendar; schedule appointments and prepare notes regarding discussion topics; make travel arrangements and prepare travel vouchers.

·        Receive and respond to routine and non-technical requests for information such as status of reports, and maintain suspense records on all correspondence and action documents.

·        Receive telephone calls and greet visitors, give routine and non-routine information; answer questions.

·        Prepare and type a variety of correspondence, reports, forms, requisitions, etc., using computer work station.

·        Organize and maintain files, records, manuals, and handbooks.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including the following specialized experience as identified by grade level.

AT THE GS-07 LEVEL: Applicant must have at least one year of specialized experience equivalent to the GS-06 level in the Federal service composing, reviewing and distributing correspondence.  You should have the ability to establish work priorities and manage multiple office duties.  You must have the ability to independently manage multiple office support duties and functions.  Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position.  

AT THE GS-8 LEVEL:  You must possess one or more years of specialized experience equivalent to the GS-7 level in the Federal service composing, reviewing and distributing correspondence.  You must have knowledge of administrative concepts and practices sufficient to recommend changes in administrative policies, devise and install procedures and office practices, and foresee administrative problems and requirements.  You must have the ability to independently manage multiple office support duties and functions.  Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position.  

Selective Factor: You must be able to type at least 40 words per minute.


This position does not have a positive education requirement.

Required Proficiency Skill(s):

You must be able to type at least 40 words per minute (Word per minute are based on a 5 minute sample with three or fewer errors).  You can self-certify by your response to the assessment questionnaire.

Status applicants require 12 months Time-in-Grade at the next lower grade to qualify for status promotion consideration.
