JOB SUMMARY:

The Bureau of Indian Education's mission is to provide quality education opportunities from early childhood through life in accordance with the tribes’ needs for cultural and economic well-being and in keeping with the wide diversity of Indian tribes and Alaska Native villages as distinct cultural and governmental entities.

The mission of Haskell Indian Nations University, a land grant institution, is to serve members of federally recognized American Indian and Alaska Native nations as authorized by Congress and in partial fulfillment of treaty and trust obligations. With student learning as its focus, Haskell embraces the principles of sovereignty and self-determination through a culturally based holistic lifelong learning environment that promotes and upholds respect, rights, and responsibility.

 

This position provides vision, leadership, and advocacy for the college and is responsible for all aspects of the administration of a comprehensive four-year college serving Native American students.

 

INDIAN PREFERENCE: Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). Verification Form BIA-4432 must be submitted with the application if claiming Indian Preference. Indian preference eligibles that are not currently employed in the Federal service will be appointed under the Excepted Service Appointment Authority Schedule A, 213.3112(A)(7).

·         Directly supervise professional, administrative, and support staff.

·         Indentify and analyze the educational needs of the Indian community to provide programs and courses which are directly responsive to the identified needs of the Indian community.

·         Implement long range planning for the college, including budget formulation.

·         Develop and expand fundraising activities through the utilization of the Haskell Foundation.

·         Responsible for the facility management program and technical support involving program planning.

·         Work cooperatively in developing joint policies with the Board of Regents.

SUMMARY OF QUALIFICATIONS REQUIRED: Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

 

BASIC REQUIREMENTS:
Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.      OR

 

Combination of education and experience-courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

 

In addition to meeting the basic requirements listed above, candidates must have specialized experience as identified below.

 

SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To qualify for this position, you must demonstrate that you possess one year of specialized experience equivalent to at least a GS-14 grade level in the Federal Service. Examples of such experience include serving as an Administrator, Provost or President of a university, college, or institution; development of post-secondary training programs and activities; planning and administering student recruitment and retention programs; and assisting with fund-raising and grant writing initiatives in support of the school or institution.

 

For GS-15 position is 1 year of specialized experience at least equivalent to GS-14 grade level in the Federal Service.

 

Status applicants MUST meet Time-In-Grade requirements and Time after competitive requirements by 11:59 PM EST Friday, August 16, 2013.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation is required. Appointment is subject to the successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.

 

DRIVING REQUIREMENT: Incumbent may be required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver’s license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Education. 

 

FINANCIAL STATEMENT REQUIREMENTS: The candidate selected for this position must meet conflict of interest requirements of the Bureau of Indian Affairs (Standard Form 450, Executive Branch Confidential Financial Disclosure Report).

OTHER: The Bureau of Indian Education has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

CTAP/ICTAP: Department of the Interior (DOI) Career Transition Assistance Plan (CTAP) procedures apply in filling this vacancy. 5 CFR 330, Career Transition Assistance for Surplus and Displaced Federal Employees requires the following order of selection for this position:
