Serves as a Branch Director located in the FDA Northeast Regional Laboratory.  The Branch Director is a second line supervisor of a staff of professionals, technicians, wage grade employees and support positions. As a second level supervisor, the incumbent is  responsible for the recommendation of plans and establishment of goals and priorities in the assigned functional area. Formulates operating policies and procedures dealing with the analysis of samples, research and investigations in order to promote compliance with the Food, Drug and Cosmetic Act and other acts enforced by the Food and Drug Administration. The incumbent is responsible for the day-to-day supervision of two critical aspects: Quality Assurance and Technical Coordination. Plans and coordinates the laboratory operations under his/her direction with the other functions of the FDA Field Office. Incumbent is responsible to the Northeast Regional Laboratory Director  for the effective utilization of available resources and for providing leadership, guidance and technical direction necessary for full and effective program accomplishments. Incumbent brings to bear current scientific knowledge in the field of specialty and related technologies in making substantive decisions concerning the scientific process and work of the laboratory staff under the direction of the incumbent.

This position has a basic educational requirement: 

 Applicants must have successfully completed one of the following: 

Chemist, GS-1320:

A.  A degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differentials and integral calculus, and at least 6 semester hours in physics; or
B.  A combination of education and experience - course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. 

                                                         OR
Microbiologist, GS-0403:

A.  A degree in microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent; or

B.  A combination of education and experience - courses equivalent to a major in microbiology, biology, chemistry, or medical science that included courses as shown in A above, plus appropriate experience or additional education.

In addition to meeting the educational requirements, candidates must possess one year of specialized experience at the next lower grade:  GS-14: 52 weeks of specialized experience at least equivalent to the GS-13 level.

SPECIALIZED EXPERIENCE:   Experience directly related to the position to be filled which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position.  Examples of specialized experience includes directing laboratory operations; developing, implementing, and providing guidance on laboratory operational science policies and procedures; and coordinating and monitoring a science laboratory workload and product relative to a broad/complex science and consumer protection mission.

 

TIME-IN-GRADE REQUIREMENT: (Must be met within 30 days of the announcement closing date):

GS-14: Applicants must have 52 weeks at the GS-13 or higher.

SUPERVISORY QUALIFICATION REQUIREMENT:  The candidate chosen for this position must serve a one-year supervisory probationary period if s/he has not previously been a supervisor in the Federal service.

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
