FLORIDA NATIONAL GUARD

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

This position is located at JFHQ-J6, St. Augustine, FL

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1 & 2 Only. Category 1: All permanent/indefinite military technicians in the Florida National Guard; and Category 2: All current military members of the Florida National Guard.

 

INTRODUCTION: This position is located in an information management organization. The purpose of this position is to manage the development of the state’s enterprise Information Technology (IT) goals, objectives, plans and policies to include identifying business requirements for new systems and developing basic application requirements utilizing systems analysis principles and methods in coordination with area experts.

DUTIES AND RESPONSIBILITIES:  Develops and manages the state IT Plan.  Develops information policies, plans and programs for the state in conjunction with the supervisor and the various division/branch chiefs.  Reviews applicable NGB, and Joint Technical Architectures for integration into the state IT architecture.  Develops, documents and maintains the state IT architecture in support of the C4 program goals and objectives.  Analyzes and manages the information management internal controls program, analyzing proposed systems determining the program impact and resource requirements along with reviewing budget management functions for program impact and compliance with C4 priorities and objectives.  Conducts analysis and audits of assessable C4 programs.  Coordinates the completion of budget management functions in conjunction with all fiscal managers within the organization.

GENERAL EXPERIENCE: Must possess technical, analytical, supervisory, or administrative experience which has demonstrated the ability to analyze problems of organization, workforce, information requirements, etc. and provide systematic solutions; and the ability to deal satisfactorily with others.

 

SPECIALIZED EXPERIENCE: GS-11 must have at least 36 months specialized experience that demonstrates knowledge of a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements. Experience which demonstrates knowledge of the organization's policy and planning formulation process along with its missions, goals, and objectives to prepare IT polices and plans. Experience which demonstrates knowledge of organizational acquisition requirements, budgetary techniques, and financial status sufficient to identify needs and recommend adjustment of IT funding priorities. Experience which demonstrates knowledge of management requirements sufficient to render recommendations on development of new software versus purchase of off-the-shelf programs. Experience which demonstrates knowledge of systems architecture, integration techniques, and testing methods sufficient to conduct feasibility studies. Experience which demonstrates the ability to develop IT policies and plans to assess impact of changed policy on the organization's current IT plans and programs. NOTE #1: Selectee must possess or be able to acquire the appropriate level security clearance for this position.

MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade GS-11.

COMPATIBILITY REQUIREMENTS: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to and qualify in a compatible military position. The selected individual may be required to attend formal technical school training in a military status. Compatible assignments include: OBR: 25, FA 53.
