We are the Department's contract manager, responsible for ensuring Federal acquisition programs, supplies, and services are delivered on time, within cost and meet performance requirements.

About the Position:

Defense Contract Management Agency uses the Expedited Hiring Authority to recruit and appoint qualified individuals directly into shortage category or critical need acquisition positions.

This position is located within the Defense Contract Management Agency (DCMA), Operations Directorate, Eastern Regional Command located at Clifton, NJ.

Major Duties:

 

·         Provides expert insight, evaluation, and surveillance of contractor/supplier policies, practices, and efforts relative to the analysis, design, development, testing, and delivery to Defense, non-Defense, and foreign military customers of complex software systems, including lower level software intensive systems, subsystems, or embedded software applications.

 

·         Develops, recommends and implements Risk Management activities to assure the adequacy of all associated software development functions on assigned major weapon systems, major subsystems, and/or nonmilitary equivalent software systems at one or more supplier locations.

 

·         Provides technical recommendations and guidance to Procurement Command, buying activity, and other associated Government personnel on issues affecting the definition, design, development, and test strategies during all phases of the software life-cycle.

 

·         Interprets technical requirements of the Procurement Command/Buying Activity for contractor and Government personnel when requested.

 

·         Investigates failures and other problems. Performs technical evaluation of as-built software and interface/data communications software marked by recurring difficulties and provides solutions and recommendations.

 

·         Identifies and assists in the resolution of any software deficiencies with Procurement Command/Buying Activity. Advises on software technical aspects of cost proposals and conducts professional software surveillance on assigned programs.

You may start at the GS-12 if you have the following qualifications:  

·         To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade (GS-11). Specialized experience is defined as experience in computer software design and current, state-of-the-art information technology developmental methodologies, techniques, processes and procedures as applied to software development contracts. Experience with surveillance of contract service of IT Software purchases. Experience in computer systems including microprocessors, embedded processors and various operating systems. Experience in programming design and data communication and structures.  Experience resolving problems in software design AND have Information Technology (IT) related experience demonstrating each of the following four competencies: 1) Attention to detail: Thorough when performing work and conscientious about attending to detail; 2) Customer Service: Experience working with clients and customers assessing their needs, providing information or assistance, resolving their problems, satisfying their expectations, knows about available products and services, committed to providing quality products and services; 3) Oral Communication: Experience expressing information to individuals or groups, taking into account the audience and nature of the information, and making oral presentations; 4) Problem Solving: Experience identifying problems and determining the accuracy and relevance of information using judgment to generate and evaluate alternatives, and making recommendations.

Undergraduate and Graduate Education: To qualify for GS-2210 series on the basis of undergraduate or graduate education, the education must be in one of the following fields: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.


 

Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience. Other Requirements:

·         You will be required to provide proof of U.S. Citizenship.
