SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.
In addition to meeting the basic requirements, applicants must meet the specialized experience as identified below for the grade level identified below.
GS-9 level candidates must have one year of specialized experience at the GS-7 level. Examples of specialized experience may include:
1. Participating in the administration of a group of firm-fixed price contracts, requiring the employee to monitor progress of contractors, advise contractors, and coordinate requests for deviation.
2. Reviewing offerors bids and preparing advertisements for public notice.
3. Determining appropriate method of procurement.
4. Preparing and issuing solicitation documents.
Note: If you are qualifying at the GS-9 level based on the Education requirement of two full academic years of progressively higher level graduate education or masters or equivalent graduate degree (or LL.B. or J.D. if related to this position), one year of specialized experience is not required.
GS-11 level candidates must have one year of specialized experience at the GS-9 level. Examples of specialized experience may include:
1. Review procurement requests.
2. Develop procurement plans based on previous history, market conditions, and specifications.
3. Prepare draft of final contract.
4. Prepare and issue solicitation documents
5. Perform detailed analysis of bids or proposals received.
Note: If you are qualifying at the GS-11 level based on the Education requirement of three full academic years of progressively higher level graduate education or PhD or equivalent doctoral degree, one year of specialized experience is not required.
GS-12 level candidates must have one year of specialized experience at the GS-11 level. Examples of specialized experience may include:
1. Develops solicitations.
2. Evaluates bids or offers
3. Performs price analysis
4. Plans and conducts negotiations
5. Performs contract administration
GS-13 level candidates must have one year of specialized experience at the GS-12 level. Examples of specialized experience may include:
1. Responsible for preaward and postaward functions.
2. Reviews requests for procurement of complex equipment and services.
3. Prepares solicitation documents, analyzes proposals, negotiates with potential contractors.
4. Administers contracts, prepares Department’s position on protests, closes out contract.
GS-14 level candidates must have one year of specialized experience at the GS-13 level. Examples of specialized experience may include:
1. Performs procurement planning.
2. Advises program officials in procurement planning meetings.
3. Identifies program requirements for the contract.
4. Serves as contract negotiator, leads negotiations with contractors.
5. Conducts contractor site visits
6. Participates as a member of Source Evaluation Boards.
GS-15 level candidates must have one year of specialized experience at the GS-14 level. Examples of specialized experience may include:
1. Team lead or supervisory experience in a contract and/or procurement position.
2. Performs most complex, large dollar contracts/procurements.
3. Serves as lead negotiator.
4. Serves as principal contracting advisor and account executive to program
4. Unlimited signature authority for large dollar or complex procurements.

BASIC QUALIFICATIONS: All applicants must meet the basic requirements:
Basic Requirements for grade levels GS-9 through GS-12:
A.) A 4-year course of study leading to a bachelor's degree with a major in any field;
B.) At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
*Below describes how you can substitute your education for experience at the GS-9 and 11 levels. At the GS-12 level, in addition to the basic requirements, you must have at least one year of experience equivalent to the next lower grade.*
Education substitution for GS-09 positions:
2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.
A combination of specialized experience and education as described below.
Education substitution for GS-11 positions:
PhD or equivalent doctorate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Qualifying education must have provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position being filled.
A combination of specialized experience and education as described below.
Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.
- Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
Basic Requirement for positions GS-13 and above
A.) Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
B.) A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C.) Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D.) Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
You must provide documentation supporting your education claims. Education must be obtained from an accredited institution recognized by the U.S. Department of Education.

*This is an acquisition position. There are statutory requirements as described in the Department of Energy Acquisition Career Development Program. Certification under the Department of Energy Acquisition Career Development Program, FAC-C or an equivalent acquisition program, is required to be obtained and maintained for this position. At the GS-9, 11 and 12 levels, candidates MUST be certified at the Level I (Level II certification must be obtained within 18 months of appointment). For the GS-13 level, certification MUST be at the Level II (Level III must be obtained within 18 months of appointment.) Applicants are required to submit a copy of your certification and/or transcripts to show that these certification requirements are met.*
A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with and existing completed background investigation may not be required to undergo another background check.
Selections made under this announcement will be processed as new appointments to the Civil Service. Current Civil Service employees would, therefore, be given new appointments to the Civil Service.
Status and Non-Status applicants from outside DOE selected for this position are required to serve a mandatory one (1) year probationary period. A DOE career status employee selected for this position may be required to serve a new one (1) year probationary period, pursuant to 5 CFR 315.802.
The full performance level of the position will be established when positions become available. Not all positions will have full performance level to the GS-15.
Applicants for certain positions may be required to complete a Financial Disclosure Statement.
Eligible candidates for these positions may have to obtain and maintain a DOE Q clearance.
The duties and responsibilities of this position may require that the incumbent have access to documents and/or material containing Secret Restricted Data which are related to sensitive issues. If it does, the position demands the highest degree of public trust and requires that the incumbent possess a DOE "Q" Clearance.
This position may or may not have been designated as a Testing Designated Position (TDP) subject to testing for illegal drug use. The selectee must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass or refusal to take subsequent tests could result in non-selection
or disciplinary action, up to and including removal from the Federal service.
